Fire broke out about 11:30 o'clock last night in the livery stable" of Jesse Arnot, at the corner of Ninth and Chestnut streets. Eighty horses were burned to death. During the pro gress of the fire the west wall of the building: fell, catching t.wn and five bystanders. One of the iwniicr, .luun xvicuraw, ima an arm broken, while one of the latter, un known, was so seriously injured that he will die. Atone o'clock this morning two bodies were taken from the ruins; one was an employee who had not Worked at the stables very long, and whose name cannot be learned; the other was Capt. Joseph Schimperuthe fireman of No, 6 engine company. He was a married man, about 40 y ra qui, ana naa oeen m the de partment abaut fifteen years. Pipe man Finnerty was taken out alive and will probably recover. The third body taken from the ruins at two o'clock this morning fa supposed to be Morris Wnderman, head usher of Pope'a theatre; another body, the fourth, has just been recovered; it proved to be that of John Gunsaulus, a painter by trade, but recently em ployed as a street car conductor. Almost the entire stable, a building one hundred, feet wide, and running north and south froin. Chestnut to Market street an.d throe stories high. That the clerical service is thereby rendered more and more efficient is universally believed to be true. The civil service law is the great breakwater of many politicians who employ it as an excuse for failure to secure positions for friends and some times unjustly attack the laws and those who execute it As this reform has come to stay it is highly important that the best talent should be placed at the command of the President in order to secure the services ot , such men as are willing to fill the office lor a reasonable compensation, and not accept the posi tion merely through the hope ot filling it temporarily as a stepping stone to future preferment." . s Concerning Fortifications. Washington, Feb.. 10. The confer ence committee of the two Houses ot Congress on the fortifications bill finished their hearing ot experts- to-day but no action .on the propositions was taken. The indications are that the bill will be agreed to, but in just what form no one can yet tell. The proposition that seems to be the most favored by the con ference is to make an appropriation for the purchase ot guns in the open market m the United States.
