C, Feb. 25. -The Senate to-day passed the bill making an appropriation for, the Insane Asylum. $56,000 yearly for the "Raleigh Asylum, and $38,000 annually for four years for constrnction of two wings. To the Morganton Asylum $80,000 for the next fiscal year and $90, 000 for the year thereafter. The house has defeated the bills to create the counties of Badger and Lillington, and has finished the revenue bill. An amendment was insisted in the latter in passing an annual tax of $10 on attorneys. The House discussed the" bill making appropriation for the ag ricultural department, making it $27,500 for next firscal year and $25,000 for-the yearafter, all ex cess to be applied to the State agricultural college. The bill passed its second reading. . , i --mt a Petition for Prohibition Legislation. Mr. Richard H. Morse, the lo- cal prohibition cnampion, yes terday forwarded to Raleigh his petition praying the Legislature to pass a law prohibiting the sale or manufacture of spirituous liquors in Mecklenburg county, after Jan: ist, 1888. The petition contained over 300 signatures, and among these' were the names of several bar keepers.
