AUGUST, 6, 1897. A NEW REPUBLIC. The union of the five repub lies of Central .'America marks an imporantera in their history or Alike in inhabitants, habits, manner and destiny, the wond er is that such a union has teen so long delayed. Very small and week separately, they could scarcely keep from falling prey to larger greedy nations. Uni ted they form but a small na tion, in population and not very extensive in erea. The area of the new Republic of Central America is about 170 000jsquare miles with a pop ulation nf -norhnrka OPTrt fAA lhe union places it in the rank or bouth American republics and give it some respectability . m in tne sisterhood o: nations. All the countries ol the re public were republics, but their government was unstable. The government of the new republic is yested in a chief of states. who is to be elected, taken from each of the states in their alpha betical order, and who shall hold office for one year. A council of two representatives from each state, with the chief of states, shall constitute the government. Alliances of de fense and preservation for all ll. A . uie states are provided, and the expense of government and of war are to be assessed by tho council. ' THOSE JURIES. The jury system ot these days is falling into desrepute. It has become so that few lawyers care to have respectable intelli gent men sit as jurors. The times are corrupt and corrupt men tools are wanted. They can generally b hod. Such corruption and , 'perversion of justice is tne father of lynch- ings. Honest pebple no lonsrer look to courts for instice. Courts have been tried and fonnd warnings. Hence the willingness of the best people to take the law into their own hands, but they too of ten make the mistake, of lynchinc the culprit and lett'ner his co con spirators, sometime lawyers or other officials go. One of the latest examples of jury incompetence was the criminal court at Wilmington. Of the jury the Messenger said: Beyond a doubt the juries have been disgrace to a civilized "community, having been composed largely of the h. ... a s . iu.fc unaoairaoie c;aas ol negroes and whites. To try to impose more taxes on the people that the few may be benefited. Uiat7s all. ho one sees where the children of the county !can be materially benefitted. The Weekly showed last week that more taxes were not needed. But that reform in schoo 1 meth ods were. The election will an expen sive piece of business. Why couidn tit be stopped! It sterns that no one has theright to call it off. We know that some of the county commissioners favored so doing. If it could have been done, it- would have saved the county a big bill of costs Well, the "dear people1 ' can pay it by taxes. But you can't iool them all the time With more offices and increase ed pay in old ons, with more and higher fees and salaries and more and higher taxes, with the jail for the poor man, great is fusion and its reform. The school tax law might possi bly pass in Onslow if the equality whoopere stick to tho negroes in the August election as closoly a? they do to Uill King in his scheme to hold two offices at one time and charge two dollars a day for board when at his own homo.
