Take for instance, on last first Monday. We submitted a sealed bid offering to publish it for price allowed bylaw, and asked thitour circulation be considered in award ing. the contract. We, as has for some time been the custom, sub mitted a sealed bid. Mr. Whichard went before them and simply asked them to let him publish it at price allowed by law. And he got it. The circulation of the Weekly is 2,250 twice a week. To use the common local expression, "every body takes it." Our books are al ways open to the business public. We have never heard cf anyone knowing Mr Whicharp's circulation and we defy him to show one-third of 2.250. Circulation is the only basis of estimating cost in uch matters. We have been running th Weekly mow very, very nearly seven years, and it had been established nearly a year when we bought Jt. It.is noth ing but fair to divide up tavors. That is democracy. Hut alas, there is little democracy in Pitt county now. It is Boss-ocracy, with a great big 11.
