Senate Drives on for Quick
Action On Muscle Shoals
(Continued from Page One.)
Army engineer chief, against a re
solution by Norris, Republican, Ne
braska, for a presidential investiga
tion to determine whether the gov
ernnipn' has suffered at the hands
cf private industry at the shoals.
Brown held the proposal cast sus
picion on himself as the official re
:p, . 4 .. !e lor the property, and called
ic- J.te Senate to investigate imme
ci-.oiy. Norris had the letter referred
to the President, and said Brown was
not accused of anything
; The Reconstruction Corporation’s
■ monthly report to Congress was made
public, showing loans totalling $233,-
) 195,000 during March first month of
) the Roosevelt administration, against
$262,346,000 in February.
The Senate Banking Committee an
nounced plans to subpoena J. P.
Morgan and his partners for appear
ance May 23 in a new series of hear
ings in the stoek mraket investiga
tion.
Pending reference of the farm bill
to a conference committee, congres
■ sional laders were informed by Sec
retary Wallace that he objected to a
Senate amendment requiring that far
mers be guaranteed their cost of pro
duction. Its removal will be sought.
New legislation was put before both
Senate and House to require use of
alcohol in motor fuel as a farm aid
measure, since alcohol may be pro
duced from corn.
More opposition to the 30-hour-work
week was laid before the House La
bor Committee by sugar interests and
others. The open hearings are to con
tinue until toward the end of the
week.
Food Exemptions
Meeting Approval
(Continued On Page Four.)
that body passed the “compromise”
amendment by a unanimous vote, 46
to 0. Quite a few senators who had
(previously voted against amending ••
exempting the foodstuffs voted ,
the compromise plan since th ev ™ -
confident that it is both practical J
workable, and will in no wav
ger the administration of the
sales tax. general
Many Foods Exempted.
. This P ] an exempts fi our '
'meat, milk, salt, sugar, coffee a J
molasses. It goes much. further tvT
either of the other two amendment’
in defining these commodities, jy
instance flour is exempted but
cereals, fresh meat is exempted (°!
not cannd milk; sugar, but not sugar
'products; molasses but not cane 0r
maple syrup It further provides that
merchants will have t 0 keep an H e
curate record of their sales of these
.products which is aceptable to the
department of- revenue, and unless
they do this .they will be taxes on
their entire gross reeipts and will not
get the benefit of the exemptions.
Will Balance Budget.
Despite the fact that the enate’s ac
tion in taking th e sting out of a three
percent general sales tax by exempt
ing certain basic foodstuffs will ] 0))
about SI,OOOOOO off the estimated yield
of a three percent sales tax the re
venue bill as passed by the Senate
will adequately balance the t a t e 's
budget, according to the most inform
ed opinion here. For, while ft lopped
$1,000,000 from the estimated yield of
.the sales tax, it recouped nearly $350,-
000 by increasing th e franchise rates
on public utility corporations, and, ac
cording to Commissioner of Revenue
A. J. Maxwell, the anticipated rise
in the price of commodities as a re
sult of currency inflation will in a n
probability more than make up the
difference between $350 000 and .
000,000.
The revenue bill as it passed jt s
first reading in the Senate on Sat
urday will probably undergo no fur
ther changes in the upper house, since
after much delay already there has
been a sort of gentleman’s agreement
not to offer any more amendments,
so that the bill can pass its second
reading tonight and its third reading
otmorrow. In the opinion of members
of both houses, the Senate bill in its
present form will get the prompt ap
proval of the House and will not have
to be sent to conference. Thus the
bill as it now stands is in all piQ
ibability, substantially the same bill
that will finaly be enacted to bal
ance the budget for the next two
years.
