S. Forest Service and made public today. The statute passed upon by the for estry solicitor constituted the second clause of a law of 193*3 which sought to direct that funds allotted to the State from national forest receipts be used m the general funds of counties to which they were distributed in stead of for schools and roads as specified by act Q f Congress. Th.s phase of the law was also ruled in operative by the U. S. Forest Ser vice solicitor until Congress makes iprovision for a different use of the funds. Under the ruling referring to the right of 'he State to charge hunting and fishing licenses for privileges on national forests in North Carolina, the solicitor held that these rights pass ed to the Federal government under State acts authorizing purchase cf the mational forest lands..
