When joints of nine frozen fingers
of Arthur Williamson, Philadel
phian, were amputated three years
ago, his mother said: “Some day
he’ll be able to do almost every
thing again —except play the
piano.”' But now Williamson does
that, too, with the stumps to the
amazement of music critics who
credit him with extraordinary abil
ity. The state rehabilitation de
partment is going to finance his
education so he may qualify as a
music teacher. He also plays trom
bone and xylophone.

Carolina has no legal right , 0 decl™
that, hunters and fishermen induie.
Ing m these snorts on national fores,
lands in the state shall purchase State
huntig and fishing .licenses and a law
setting up this requirement enacted
by the General Assembly of 1933 is
invalid, according to an opinion re
ceievcd by the Department of Con
servation and Development from the
(solicitor of the U. S. Forest Service
and made public today.
The statute passed upon by the for
estry solicitor constituted the second
clause of a law of 193*3 which sought
to direct that funds allotted to the
State from national forest receipts be
used m the general funds of counties
to which they were distributed in
stead of for schools and roads as
specified by act Q f Congress. Th.s
phase of the law was also ruled in
operative by the U. S. Forest Ser
vice solicitor until Congress makes
iprovision for a different use of the
funds.
Under the ruling referring to the
right of 'he State to charge hunting
and fishing licenses for privileges on
national forests in North Carolina, the
solicitor held that these rights pass
ed to the Federal government under
State acts authorizing purchase cf the
mational forest lands..
