Berry public works engineer for the State of Tennessee, assigning a-s a reason that Berry in a circular let ter to civic organizations had express ed the opinion loans for non-Federal projects would not be expected to be repaid. The circular letter, a statement by Ickes said, wa« written on a letter head of she Tennessee State Public Works Advisory Board. Ickes, in a telegram to Berry, said:, “I have before me copy your cir cular letter October 25 addressed ‘tor all civic organizations’ expressing your belief that municipalities asking for loans for projects will not be ex pected to carry out their obligation.* and repay those loans.
