CLASSIFICATION OP TAXESCONSIDERED Meeting in Charlotte Next We k To Study Consti tution Amendment Dally Dispatch Iliircan. In the Sir Walter Hotel. Ra|cl : (gh l , Dec. 9. —The Classifica tion Commission, authorized by the 1937 General Assembly, will meet In Charlotte December 17 and 18, Chair man A. J. Maxwell said today. The commission is making a thor ough investigation of the effect of homestead exemptions from taxation levies on intangibles and other meth ods of taxation possible under the “classification”’ amendment adopted to the State Constitution in the 1936 general elections. There will be no specific agenda at the meeting, Mr. Maxwell said, but the entire matter will be gone into thoroughly, with all members of the commission exchanging information .Mid views. Members of the commission, besides Mr. Maxwell, are Dr. Clarence Poe, Raleigh; S. H. Hobbs, Chapel Hill; Ben B. Gossett, Charlotte; Marvin T. Blount, Greenville; and Vernon W. W. Flvnt, Winston-Salem. Perhaps the most important single feature being examined by the com mission is the effect on county fin ances should the General Assembly enact into law the exemption from axation of homes actually occupied V their owners up to the value of SI,OOO. It has been contended by the North Carolina Association of Coun ty Commissioners that such exemp tions would badly cripple county iin anccs, in some instances reducing the tax valuations as much as 40 per cent. In the 1937 General Assembly there was some effort to. secure the exemp tions, advocates contending that to do so was a “mandate of the people ex pressed at tttfe polls”, but the State administration forces, dominant at every turn in the assembly, voted solidly against exempting homes at that time. SOUTH CAROLINIANS FREED OF CHARGES Had Been Involved in Alleged Gamb ling Slot Machines; Grand Jury Refuses Bill Greenville, S.* C., Dec. 9.—(AP) — Representative Lewis Prince and Francis Drake, former restaurant op erator, today was freed of gambling conspiracy charges when the grand jury refused Solicitor Robert Ash more’s request for their re-indictment. The new bill of indictment, prepared in a prosecution effort to delay trial of the case until the next term of court because of the absence of James Bush, State witness, was handed to the grand jury this morning. The jury returned shortly after with its report of a “no true bill.” Thus ended a case spotlighted in local court circles since the grand jury fifst presented Prince in March. The legislator, Drake, Otis Jamison and George Clapp shortly afterward were indicted for alleged conspiracy to operate slot machines, pay officers for protection and “extort protection money” from other operators. First trial of the case in Septem ber resulted in a mistrial for Prince and Drake and conviction f " son and Clapp. n f °r Jami- Holds My ~~— —.
