Appointment of Former Governor Avcock as Member of the Com - J mission to Pan-American Con gress, Was Personal and Volun tary Act of President Roosevelt Entirely. In Ids letter this week our Jialeijrli correspondent, "MewxaM," says: Some of the politicians here are in terpret in;r the declination by former (iovernor Fharle.s 15. Aycock of the appointment tendered him by the President durine; the past week to mean that t he ex-Governor has final ly decided to become a candidate for the I'nited States Senatorship, to succeed Senator Simmons. The po sition tendered by the President was a non-political and a very honorable and desirable, one, with a salary of ten thousand dollars attached for only a few months of work a place on t he commission from thiscountry to at tend t he Pan-American 'onj;ress which is to meet in Kio Janeiro in July. According to sonce of these politi cians, one reason which actuated Governor Aycock to decline was the fad t hat an acceptance would take him out of the I'nited States during the most important time to a candi date for t he senatorship this year while tlieseiection of n oiti i t iees f or the legislature was bein made this sum mer which illicit ami would opper ate against his chances of success. Otle-is have seen fit to unjustly ci it icise S'-nator Simmons in connec tion with this matter. The report has been circulated and printed in a number of newspapers that Senator Simmons had secured or was instru mental in securing; this appointment of ( Iovernor Aycock, and for the sel fish purpose of eliminating the latter as a competitor for the senatorship to be filled next, winter by the Gener al Assembly. And, some of the crit ics add, this fact came to the knowl edge of Governor Aycock, which ac counted for such a very prompt and decided refusal of the place. I am informed on e()0,l authority that t his is not true,not even in part. This criticism probably o-rew mis takenly out of the fac. that Senator Simmons telegraphed the fact that tiie President had selected him to G')v. Aycock, as soon as he learned of it. and asked if he would accept. Of clause under such circumstances it was ent irely proper for Gov. Aycock to send his declination to Senator Simmons, as a reply; for the. formal official tender had not reached the appointee. It is further explained t hat Senator Simmons did not secure 1 he a ppoint nieut and that he did not know that it was to be made until in formed by ;i newspaper correspond ent who e-ot his information from a Senator from auot her State, the lat ter having that day been told of it at t he ollice of Secret a ry of State Taft probably iu explaining why it would be useless for that Senator to furl her ure t he appointment of some caudida te whose claims he was pre senting. It is represented on excel lent authority that President Jtoose veli personal! v selected Gov. Aycock, after it was decided to add two mem bers to the commission from the South. Messrs. Koosevelt and Ay cock are personally known to each other, ami the former has heard the latter deliver at least one great speech. It is no wonder that the President at once tared to Governor Aycock, then, when he was looking for two of the best and ablest men in the South. As to the refusal of the place, Gov ernor Aycock lias a right tit expect t he people of North Farolina to be lieve his own explanation of that, stated in his message of declination. And this was not that given by two or three editorial lire-eaters who have explained that the ex-Governor could not afford to accept of fice at tli hands of a Republican president. The "office"' is not an of fice and politics has nothing iu the world to do with such an iippoint nieiit. and certainly cut no figure in the case w it h so sensible and broad minded a man as Governor Avcock. That no Change is Contemplated That Will Reduce the Number of Rural Free Deliver Routes. Thus. J. Pence iu News und Observer. Washington. I). C, April 18th Representative Pou learned' today from Fourth Assistant. Postmaster General DeGraw that so far as he knows the Postoffice Department does not contemplate the discontin uance of any rural free delivery route in North ( arolini. Ot course, said he, '"it mav become necessary to dis continue certain routes in the future if it shall appear that thev are not appreciated bv the people. The de partment has made no order or rul ing that routes which handle less than two thousand pieces of mail per month shall be discontinued, that is a mistake, mere nas been no change whatever in the policy of the department respecting Itural Free Delivers service. The department wishes to give the service to the peo plenot deprive them of it. ''Miice July 1st, said Mr. Pou, "twentv-seven routes onlv in the F"nied States have been discontin tied and ten of these were in Kansas and were discontinued on account of the readjustment of the service and nobody was deprived of its bene fit. It seems that the Itural Free Delivery service was installed by agents, in certain Mates wtio were not experts. In other words Mr. i feu raw sas it was dumped upon the people. Since the agents of the Postoffice Department have been studying the operation of the service thev liud manv changes necessary for its proper administration. General DeGraw told Mr. Pou that no route would be cut off without giving its patrons ample notice and without giving opportunity to show tt proper appreciation of its benefits. Mr. Pou called at the department to find out definitely whether or not there was any danger of the discon tinuance of Route No. 1 from Bear Creek in Chatham county. He was gratified to learn that the depart ment has no intention of discontin uing that route or of changing the daily service to tri-weekly service. Some of the patrons of this route be came alarmed because of certain ru mors and wrote Mr. Pou asking him to look into the matter. General DeGraw told Mr. I'ou that the counting of the pieces of mail did not mean that any change was con templated but the pieces of mail were counted one month in every year so that the Postoffice Department might know the condition of the ser vice and for the purpose of obtaining n ecess a ry s t a t i s t i cs . On January 2nd, 1900. 1,090 routes were iu operation iu North Carolina with 187 petitions pending. "I feel very much encouraged,'" said Mr. Pou, ' by this interview. I have been hearing all sorts of rumors about the intenionof the department to discontinue certain routes and from the letters 1 have been receiving I know some of my constituents are alarmed. I told Mr. DeGraw that 1 had called for the purpose of getting facts. He gave me the facts which may be summed up as follows: 'First: At this time the depart ment has no intention of discontinu ing or limiting the service on any route in our State, yet the readjust ment of the service may require the discontinuance of a route here and there, but the patrons of such route will be t.iken care of in such readjust ment. Second: The department has made no ruling requiring that any specified number of pieces of mail must be handled to insure a contin uance of daily service. "Third: No route will be discon tinued without notice to its patrons ami without opportunity to show a proper appreciation of the service."' Governor Glenn Issues Appeal in Behalf of the San Francisco Suf ferersCalls on the People of North Carolina to Extend Help to Their Brethren in Stricken City. I therefore as Governor of the State call upon all good people through out the State to respond to the calls of the different mayors and committee, giving of their means as God has pros pered them, for the purpose of helping t hese destitute and needy people. We have recently heard that an ef fort is to be made'to prevent the re nomination of our present Solicitor, Mr. C. C. Daniels, of Wilson. The Nashville Graphic contains the in formation that Mr. R. A. P. Cooley, of Nashville, will be a candidate for the nomination. We learn, also, that Mr. Paul Jones, of Tarboro, will be the candidate from Edge combe county; Mr. Person, of Louis burg from Franklin county, and Mr. Harry V. Stubbs.. of Williamston, from Martin county. Vance county, we learn, will have no candidate against Mr. Daniels. The Echo hopes that those who thought of making an effort to pre vent the renoniination of Mr. Daniels will not go further in the matter, for the people of this district are in favor of his renoniination. Mr. Daniels has made a satisfac tory officer to the law-abiding people of this district; he has, in so far as his duties are concerned, enforced the law with firmness, yet without harsh ness. He has shown consideration for the convenience of those attend ing court in fixing the time for the trial of cases that the people (especi ally the citizens of Rocky Mount) ap preciate, for he has saved those who were required to attend court in criminal cases many hours of need loss waiting. We hope that the idea of defeating Mr. Daniels will be abandoned and that he will be nominated without opposition, as he richly deserves. There is no question but that he will be nominated in any event, but the graceful and proper thing to do is to renominate him by acclamation and put the stamp of approval on the work of a faithful and impartial officer, Success never comes to a man who is afraid to face failure.
