Some times when we see the un necessary torture tnac a man or woman inflicts upon those dependent upon words of encouragement and kindness it seems as though the vein of cruelty must have very early in life been developed to a degree that accounts for its flourishing: so vig orously in later years. Accused of cruelty these individuals would un doubtedly declare that the term was harsh and misleading, 3'et there is no other word that so perfectly defines their line of conduct. Now does this indicate inherent de generacy or is the outcome of lax training? In the majority of cases we are lead to believe that it is the result of the latter rather than the sequel of the former. Mothers, sweet, well bred women, too, will sit quietly by and watch their little boy or girl maul a kitten or puppy until the poor animal to escape its torture scratches or bites its tormentor, this act being punished by the adult on looker with a slap, which, as little as we believe in corporal punishment, should have been given to the child rather than its long suffering victim. The years rollod by, the bov and girl no longer tease the kitten or the puppy, but they persistently annoy those weaker than themselves. They take delight in saying unkind things to those who have no redress and in opening up heart sores that were just beginning to heal. They do not i mean to be cruel, but the something that impels them to pull the cat's ears or poke the puppy'seyesis dom inant when they use the words that wound or the manner that hurts. It is so easy to be kind it means so little as an effort -so much as a factor in life's social amenities that the cultivation of kindness and con sideration should be deemed as of as rnuoh importance in the education of children as those accomplishments to which so much thought is given and winch really count tor so little in the truest and best relations in life. That our people are no longer employed in guarding their homos and protecting their lives, liberty and froperty, as they were under repub ican rule, but safe in the protection of law, and enjoying the freedom which come from security of direct ing their energies to peaceful pur suits of honest industry." l aturallv.it was put there for effect, but high-sounding clap-trap is worth less. The chickens are coming home to roost and they roost high on limbs where the lynchers left them. The paragraph was not complete. Some reference might have been made to the lynching of a white man in Wadesboro. The question of whether he was a democrat or a republican was of small moment. He was white White men butchered him and white courts aud white jurors practically excused and condoned the crime. The Lyerly family wa skilled in cold blood at -Barber Junction; under "democratic auspices" the three alleged murderers were lynched at Salsibury. "Under democratic aus pices" the militia was called out with orders not to shoot for fear that some good white citizen might be iujured. A few hot bullets scat tered through that mob of hoodlums might have saved the 6tate the terrible disgrace of that shocking event a few bullets might have shown that under "democratic aus pices" "God Almighty reigns and the law is still supreme." This newspaper does not wish to be misunderstood. It 6tands on the democratic platform now and always but it takes no stock it this demagoguery set forth in the plat form of the partv. If our leaders claim to be responsible for law and. order, so must they shoulder the responsibility of the happenings at Wadesboro and Salisbury. Surely, our party is in a deplorable eondi tion if we seek to triumph alwaye on this talk of a "reign of law and liberty.". We can redeem ourselves, however, by hanging the lynchers. The leaders of the Niagara movement ought to have included to their address recital of their detestation of the hideous crimes of the negro race, which make the race feared and hated wher ever there is a lonely homesteaa in a negro community, and should have con cluded with a solemn pledge to conse crate the intelligent men of the race to a persistent effort to eradicate the evil which is the prime source of the un reasoning prejudice against the negro." hen intelligent men like those in the Niagara movement show the intelligence to grapple with this question in behalf of the two races, their demands for other things will meet a respectful hearing which will astonish them. Phuadelpnia Ledger. This advice from a northern news paper ma' well be taken to heart by the better class of negroes in all sec tions. Southern newspapers gener ally are preaching a crusade against ynchmg, and they would be succees- ul if the black brutes would cease their devilish practice. But, so long as they keep it up, white men will lynch them in spite of all the preaching, and it will be nexlHo impossible to convict and punish the lynchers. The Times-Dispatch is opposed to lynching for any crime knowing, as it does, that lynching for one crime eads to lynching for other crimes, breeds contempt of - law and the sprit of lawlessness, and makes a bad matter worse, liut the ma- ority of white men throw argument to the winds when brought face to face with this crime. They may give re spectful hearing to the Governor of the State who pleads with them, but they will not give heed, bo long as this crijae is committed by negroes lynching will continue. These may not be pleasing facts, but they are j acts, and facts must be reckoned with. What is the negro race going to do about it? The queston is asked with all possible seriousness, for it is a question which concerns the whole negro race, tu very such crime reflects in a measure upon the black -race, aud places every negro man, more or less, under suspicion. The most fiendish crime of this nature ever known in Virginia was committed by a negro janitor in the public schools of Lynchburg, who had been reared under the best influences, who was highly esteemed by teachers and pupils, who enjoyed the implicit cofidence of the superintendent. It is not meant to imply, of course, that all negro men are liable to com mit this crime. Many of them are as farlfrom it as white men. But, when so many are guilty, now can the whites discriminate? It is a terrible situation for the black race, and they must reckon with it. Once more we commend to the leaders of the negro race, those who are genteel and who would lead their people to higher things, the ad vice of the Philadelphia Ledger. In stead of passing resolutions condem- ning iyncning8, lec tnem aaaress themselves to the cause of it, and make an earnest and peristent effort to credicate it. It should be toe pre vailing topic of sermons, of lectures, and all manner of discourses by ne gro speakers: and teachers of negro boys should hammer into their pupils day after day, the enormity of this crime. By these means, and by all possible means, the respectable ne groes should make a crusade against the infamy, and endeavor with the help of God and the help of the law to stamp it out. If they succeed. Ivnchintr will cease, if the practice is continued, not only will lynching continue, but the very existence of the negro race will be m jeopardy. The finish of the dog, or at least a majority of his tribe, is looming in sight, and some of these days there will be a legislature bold enough to courtail the canine's liberties. A movement has started among farmers of Mecklenburg county and sportsmen of Charlotte to mane a determined effort to have the next legislature enact a dog tax law for that county. That is the only rem edy we know which will effectually stop the ravages of the worthless dogs among the sheep. The heep raisers need not look to the legis- ature for protection. They have tried that time aud again to their disappointment. They should know by this time that the sheep killing dog of the worthless tenant is of greater value to the politician seek ing votes than the whole flock of sheep of the landlord. Means, of Concord, related the following story: "At the battle of Seven Tines, on the 31st day of May, 18G2, passing the grounds where some Federats- had been camping on their outer lines, JT. II. Robbiii8, a major of the Fourth Regiment, feeling some trepi dation and dread on the eve of battle, aud noticing a little piece of paper with printing on it, nicked it up and found on it the words of the 7th verse of the 91st Psalm: 'A thousand shall fall at thy side and ten thous and at thy right hand, but it shall not come nigh thee.' He often told his brother, Capt. F. C. Kobbins, of Lexington, and others, that on read ing those words all apprehension of danger left him and he went on into the battle with confidence that he would come out unhurt, which he did. "Capt. JuliusA.Robbin8,a brother of Major W. M. Kobbins and Capt. Frank C. Kobbins, in Gen. John Gordon's command, and, on an ex pedition up in Kentucky, to get a re fit and remount horses, camped near Mt. Sterling on the night of June 7th, 1864. Just at daylight on the 8th, a large force of Federals came upon them before many of them had time to form aline. Capt. Julius Kobbins, however, as well as a few other of ficers, did get his men formed in line to resist the attack. "As he mounted the fence which was iu front of the line he called to his men in his last words, 'Boys dou't let them run over us,' and instantly fell dead with a rifle ball through his brain. The Federals captured nearly the entire force, which was sent to Fort Delaware, where Capt. Frank Kobbins was a prisoner at that time. Capt. Kobbins talked with men of his brother's company who were at his side when he fell and they told him it was just nt dawn of dav, June 8th, 18G4. "At that date Maj. W. M. Raleigh Times. Democrats of North Carolina seem to have displayed rare and common sense in the selection of men to repre sent the various counties in the sen ate, and house of representatives at the next session. The conservative force will more than" offset the wild element which believes in oppressing ana tearing down, and there is no reason why we should look for rabid or dangerous legislation. There are evils which must be remedied, to be sure, but we donbt if there will be found an evidence or desire to ruin simply to satisfy the epleen of those whose bitterness and thecause thereof is not a tit subject for the light of day. So far as we can make out at the present time practically every calling and profession will he represented. Men from everv walk will sit in the legislative halls. Some will be there, perhaps, to look after various and sundry interests, but on the whole the general assembly will have no axe to grind. During the campaign many idiotic doctrines were pro pounded, but the agitation "ended with the falling of the ballots. Aot many statesmen are as rerkless in harness as in the days when they are fighting for honors. But we do not mean to say that the latterelement will be absent from the law-making picture. Men of that type will talk and introduce bilh,ana if they were in the majority, they might not do that which would be best for the State. What we do mean to say is that with so many repre sentative citizens there will be a ton ing down which will be satisfying to the masses, even if it shall be dis pleasing to the demagogues. At all events, we may expect that same amount of common sense in the sen ate and house which characterized the voice of the people in primary and convention.
