THE HENDERSON GOLD LEAP THURSDAY, JANUARY 3, 1907. The Gold Leaf. . . . . THURSDAY, JAXr.MtV IS, 1907. The Pauper Counties. Newton Eate-prise. Wo are printing below an interview with the State Auditor, in which he deprecates, and justly so, the fact that pome of the wealthy counties draw from theStatefor pensions and public schools more money than they pay in taxes. He attributes this to a system of undervaluing the prop erty for taxation in these counties, thereby shifting the burden of sup porting their own schools and pen sioners to the shoulders of the tax- .1 fin.;,. : , payers oi onier counues. in: plainly an evil that calls for atten tion, "if the coming Legislature can devise a method for securing a uni form, iust and sane system of assess ment "of property throughout the State, it will deserve the thanks of i he people at least of the people in countisnow required to pay money to other counties, whose people are as able to pay as they are. We have commented on the in juality of tax assessments before. IJut we lelieve some of these same counties that are dodging their share of taxation, are systematically im posing on the State Superintendent in their drafts on the special hundred thousand dollars designed for weak districts. According to the school law no district can get any help from this special fund that pays the teacher more than the iverage price received by rural teachers in the State. The average for white teachers in 1000 is s.10.74; for colored teachers $ 22.07. This point was brought to our mind a day or two ago by being shown a letter from the Superintendent of Burke county to a colored teacher in this county offering a school at 40 per month. Burke county last year drew about $7000, if our memory serves us right and we commented on it at the time, while Catawba took rare of her schools without drawing arrnt fromthe last 100,000. We U.'Iieve investigations ought to be made along some other lines, as well as to the assessment of property. Italeigh special to (Jreensboro In histvi.il Sewn. J n his report to (lover nor (ilenn and the General Assembly, State Auditor B. F. Dixon empha sizes the fact that there are in the State forty-five counties which receive more money from the State treasury in school appropriations and pen sions for soldiers than these counties put into the State in taxes. He will urge that some steps be taken to have the property tax valuations in these counties raised to a scale more in keeping with the valuations in others counties. In fact he is strong ly in favor of assessing all property at its money value and reducing the rate of taxation. Only in this way can the State get credit for her real importance in valuations and at the name time she can grt credit for ex ceptionally low tax rates. He says there is no excuse, for in stance, for the great county of Cum berland to be a burden to the State in that this county receives from the Sta te for schools and pensions 4,000 more than it pays State taxes. And Cumberland, a really rich county, with the flourishing city of Fayette ville. Mr. Dixon says there are some few sparsely settled and remote counties with some excuse for being a bur drn to the State, but that the great majority of the forty-live need a re adjustment of valuations so that the citizenship, amply able, shall bear their proportion of the burden of the State taxation. The State auditor thinks that there should Ik? some State official or commission to look especeially after this matter of taxa tion. - - . Troup tun positively lie stepped in 20 min utes. SCHNAPPS has been advertised in this paper so that every chewer has had an opportunity to get acquainted with the facts and know that drugs are not used to produce the cheering quality found in the famous Piedmont country flue-cured tobaccos, and that SCHNAPPS is what he ought to chew. Still there are chewers who accept other and cheaper tobaccos that do not give the same pleasure. , Some day they'll get a taste of the real Schnapps they'll realize what enjoyment they've missed by not getting SCHNAPPS long ago then they'll feel like kicking themselves.
