C, Feb. 11 Lewis West, whose bloody trail has been followed persistsnly since his henious murder of Deputy Sherin Mumioru and the dangerous wounding of the chief-of-police of Wilson, N. C, about ten days ago, was arrested here Jasc night by Chief-of-Police Dunlap, and is today sufely incarcerated behind the bars in Raleigh. For the first time since be shot to death Deputy Sheriff Mumford and later wounded very seriously, the chief-of-poliee of Wilson, the negro seems to recognize the aggravated nature of his crime. After mortally wounding Deputy Sheriff Mumford who attempted to arrest him, the negro again fired into the helpless form of the prostrate man shooting him in the head as he lay on the ground. Rushing to the assistance of his fellow officer the chief-of police was fired upon and a wound inflicted that was at one time thought to be fatal, but later developments have proven that the wound is not so dangerous. The negro immediately male his escape. Those who were his accom plices were arrested but West man aged to elude every officer until last night. Telegraphic communication with every city in North Carolina and with all cities in other states put the entire detective and police mach inery of the country on the trail of the murderer, and his arrest here by Chief Dunlap is regarded us a clever piece of work by this brave officer who faced the negro with nine revol vers and placed him behind the bars. Raleigh, N. C, Feb. 11. In custody of Chief-of-Police X. II. Dunlap, of Maxton, Sheriff Sharp of Wilson, and a posse of guards, Iewis West, the negro who killed I)eputy Sheriff Mum ford and dangerously wounded Chief-of-Pol ice Clover at Wilson is locked in the penitentiary here. They ar rived from Maxton this afternoon at 12:30 on Seaboard Air Line No. GG. The following letter explains itself : Ralegh, N. C , Feb. 1, 1911. To the County Superintendent and the Public School Teachers: The public press of North Carolina, has always responded prenprously and unselfishly to erery call of the public schools for service, and no aeencv has been more potent in promoting the development of these schools and the p osrres of education in the State. The county superintendents and the public pchool teachers now have an opportunity to express their appreciation of this service, and to render at the same time v Taluable service to a most worthy cause by oo-operatinjr heartily with the "Rill Nye Memorial Committee" in tbeir commendable effort to raise funds for the erection of a central or main building at the "Stonewall Jackson Manual Training School," to be known as the "Rill Nye Memorial Ruildinrr." The Committee has prepared an interesting program for the celebra tion of Rill Nye Day in the public schools. An hour devoted to honor ing the memory of such a man, who loved all children and all men, who devoted his splendid talents to mak ing them happier and better through his writings, will be properly and profitably spent. I earnestly request and urge the county superintendent of each county to distribute these programs to the public school teachers of the county, accompanied by a letter to each teacher, directing the setting apart of an hour in the school for this cele bration, and urging the hearty co operation of the teacher for the suc cess of the celebration. The noble work of tho Stonewall Jackson Training School for giving wayward boys of the Stute a chance to have a chance to be trained into good citizens should appeal strongly to the hearts of the children of the public schools, who but for themercj' of (Hod might be like these wayward boys. It is a, privilege, therefore, for these children to have an opportu nity to make a contribution to such a work. It will do them good. I earnestly urge, therefore, that county superintendents and teachers lend their hearty co-operation in securing at least a penny contribution from every child in the public schools for the erection of the Bill Nye Memorial Building for increasing the facilities at the State's school for training wayward boys. I designate Wednesday, the 22nd day of February, for this-celebration. I suggest that the teacher devote an hour en this day to reading to the pupils this booklet and to arousing an enthusiastic interest in Bill Nye and his work and in the work of the Stonewall Jackson Training School, concluding the exercises with an earnest tippeal for a contribution of at least one penny from every child, to be brought next morning. All contributions should be for warded by the teacher or tho princi pal of the school to Mr. R. W. Vin cent, Secretary of the Bill Nye Mem orial ( ommittee, Charlotte, N.
