A year later he made Mr. Root Secretary of State in his Cabinet. In all important particulars he is ne same E.ihu Root whom Mr. Roosevelt described eight years ago as "the ablest man in. tht life of this or any other c untry." Mr. Roosevelt either fears the effect ol a Root speech on the delegates to Chicago or his opposition to Mr. Root is part of his monu mental game of bluff. There used to be a Repubhcan pany tnai managtd its own con vention and nominated its own candidates for president. It re garded itself as greater than any individual. It recognized no man's '"divine right" and submitted lo no man's dictator ship. The old Republican party seems to have passed away. After four years of Hanna boss ism and eight years of Roosevelt bossism it has lost its moral courage and its independence an J its self respect. It i 3 cow ardly and craven. Even the president of the United States offers but a feeble and apologet.c resistance to the beccaneer tactics of his third term antago nist, If Mr. Roosevelt carries New Jersey to-day and the National Committee abdicates to Mr. Roosfcyelt on the question of the Temporary Chairmanship, more than Mr. Taft's renommacion will have been lost.
