ASSOCIATED PRESS REPORTS
FRIDAY. DEC. 22. 1916
SUMMING IT UP
Try ns one may to find the linings
in the clouds that bans over Eu
rope and the world, the hope is dim
unless one believes that France and
Knu:1;ind nro not in earnest in their
desire to sec the world rid of a mili
tary despot bm which, if not broken,
could dominate the whole world
Nor have President Wilson's sever
al notes to the belligerents altered
this be-'ief. nor the statement by
Secretary I, anoint, which seemed al
most to bo an afterthought of the
WinshinTton rovornment. In a word,
the United Sntes wants to know what
the bellk'Tonhi nro fijrhtinR for in
order that this government mirht
adopt its course to suit the occasion
in future it beincr remembered that
as the foremost neutral the United
States has Wen one of the greatest
sufferers.
The allies will reply, as they have
declared so many times, that they
are fijrhtini? for the restoration of
Belgium, Serbia and northern France,
reparation for the past and guaran
tees npainst Prussian militarism in
the future. Will the United States,
with its frequent chanpes of presi
dents and its none too settled foreign
policies, make the guarantee? The
allies will not ask this question, but
they will consider it nevertheless.
As much as we desire peace, fo
the sake of the men. women and
children in Europe; as much as we
desire it, for the sake of the whole
world, and in the name of Him who
taught brotherly love, we do not see
how the entente governments can en
ter into n conference withous assur
ance that the wrongs of the past
will be atoned for as far as possible.
That is their attitude. Germany and
her allies have what they want and
they can afford to talk terms, even
as the German chancellor in address
ing the world, speaks of the victo
rious armies ready to resume the
struggle.
We do not say it disparagingly,
but there is a feeling in Europe and
in the United States that the American
protests do not count, that we are in
tho note-writing business, and that, as
Mr. Bryan intimated, he protests are
not to be taken seriously. Certainly
the pulse is not stirred by anything
at Washington; there is a general
feeling that nothing will be "done.
We can appreciate the viewpoint
of the president. This is not our
war, and we have no riurht to be
drawn into it. And it is not our
war, cither, however deeply individ
uals may sympathize with either set
of belligerents.
If tho entente allies are in earnest
then they will inform the United
States of their oft-repeated declara
ions, and if Germany is willing to
meet the demands, then we will have
peace. W511 Germany and her allies
offer the guarantees for peace?
The question, it seems, has been
shifted to Berlin because we know
what the allies want.
ON HISTORIC GROUND
The British advance in Mesopota
mia is carrying the troops of King
George over ground made famous in
legend and story. It is in the valley
of the Tigris, on which General
Townshend's little band surrendered
in tho summer, that Nimrod, the
mighty hunter and conqueror, and
Urrukh, the first builder of empires,
gathered their hosts and set out on
campaigns of conquest. As many
centuries are looking down upon the
Dritish troops as paused to behold
Napoleon's campaign in Egypt, for
the two countries are not very dis
similar. In the land of the Chaldeans, where
the English troops are cutting their
way towards Bagdad, written history
may be said to have begun. The
records are more or less clouded in
the mysticism of the east, but his
torians believe that Nimrod, who is
a household word in every land, lived
about 2fi000 B. C, mention of him be
ing made in the Bible as "the mighty
hunter of the Lord." In Chaldea or
Mesopotamia too religious ideals be
gan to form and we can trace the
steps of these primitive men to a
higher plane. The huntsman was
succeeded by builders and warriors;
the first conquests were engineered
from the Tigris, and those tendencies
which have been followed by suc
ceeding dynasties, which in turn have
crumbled, were born in the valley
from which cannon roar and machine
guns spit their death today.
For the student the various cam
paigns in Europe and Asia are
grippingly interesting, but in the val
ley of the Tigris this must be doubly
so. Here 42 centuries ago or
more we know that the armies have
contested for the land, that dynas
ties builded by the might of warriors
have fallen into decay, and that the
same process of conquest, which was
known to have begun with written
history is now being repeated by first
one power and then another If the
British soldier had time to pause.
he might draw some lessons from the
facts of history.
And what is your idea of the things
Hickory should have in 1917? Why
not write about them? The public
would appreciate your views.
As if adding insults to injury the
census bureau has gone right ahead
and announced Raleigh's population
again, in spite of the official census
taken by the city authorities.
Charlotte almost has that 40,000
population claimed 10 years ago.
TEXTUALLY ALLIED PEACE
REPLIES NOT IDENTICAL
.London, Dec. 22. While the replies
of the various allied governments to
Germany will be made simultaneous
ly and probably before Christmas, as
inif oA Infit. nie'ht. vet these replies
nn Ko tavtiinllv identical and will
not take the form of a joint reply. The
reason for this is that wnue all tne
entente allies of the reply, each came
into the war under somewhat differ
ent statement.
Cor example the defense of small
nationalities was one of the main caus
es bringing England into the war,
in defence of Belgium, whereas Bel
gium and Serbia did not enter for
that reason, but because their territory
was invaded. Similar differences in
the conditions exists as regards
France, Rumania and other countries.
