Miller Adv. Mgr. Undoubtedly the general ass?,ett&iy should increase the am'ount of pen sions to the veterans, but -whether the increase should be $?,i00,000 or $500,000 is another question. Since several hundred veterans have died since the legislature met two years ago and since those now on the roll are more in need than ever, legislative committees may be able to fiprure out a substantial in crease without much difficulty. Regardless of the condition of the state's finances, however, more must be done for the veterans, and we be lieve that members of the general assembly are iust as anxious to make Six months -- -l0! proper provision for the men who fol Three months - - 1J?' lowed Lee and Jackson as the rest wne mu uu - of us une wi-ck Subscribers desiring the address of their paper changed, wm in their communication both ULU ana NEW addresses. As matter of fact, outside of the house ana senate we nave never seen person to know him that really op posed a tax on dogs. As the Ob server says, legislators could use the tax to increase the pensions of Con federate veterans and then hide be hind that if they were afraid their The Le- state board of health. "The plan of a few years ago of closing schools everytime whooping cough or measles broke out and turning loose the chil dren to congregate down street or meet in the alleys has not proven a wise one. The old. way has been found to be expensive and in no way to check the spread of the contagion; if anything, it aided its spread. "But careful epidemiologists who have made studies of both methods, say that it is better in the face of an epidemic from both the financial and public health stand-point to keep the school open and to employ a med ical ispector and a school nurse, at least till the epidemic is under con trol. Sometimes an efficient school nurse can take the place of both and thereby decrease expenses. "Children are themselves- the na tural agencies for the spread of contagious diseases, such as measles, diptheria, smallpox and scarlet fe ver, and it is only when they are under control as to their habits and means of spreading infection that an epidemic has any chances of be ing reduced. Therefore, the teach er, as well as the nurse and the reasons in the world for such a tax, however, when it told of a farmef who made about ?20 on one sheep. Althouh& the senate failed to act promptly on the resolution to en dorse the president's peace note, the vote sh'owed that the great maioritv. regardless of politics, was behind him. The matter should have "been left to the president entirely, accordine to many authorities, but the senate took a hand. Senators Stone and Hith- cock, who were so anxious for ac tion, probably got what they de- si iled a chance to create friction. Doubtless Secretary Lansing did intimate to a number of correspon dents that a note was to be sent, and he expected them to treat it in confi dence. If not that, then the ener getic reporters learned of it from some other source. Washington, Jan. 8.
