The school authorUhu have a hard time at best in enfoivbi discipline, and the superintendent here is no excep tion to the rule. If the present ag itation has the effect of letting the public know some oi the difficulties which have faced the -school' manage ment for the pas', f ill, if thereby the public can be made to realize its per sonal interest in the schools, and if all the parents will aid in preserving order, there will be no need for whip ping any boy in the schools. The Record will not undertake to pass judgment on the case, but it would urge its readers to ask them selves the question of whether the superintendent had rather punish than not punish in cases of disobe dience and whether he does it in the interest of the boys themselves. We can make our schools what we want them to be. We can allow the boys to run them, or we cn compel the superintendent to do it. GOV. THOMAS WALTER BICKETT Raleigh Times. !lt has been said tnat tne otaie of North Carolina has been so careful to shear the governorship of all the powers that usually go with the possi tion of chief executive that he is apt to spend large portions of his time thinkimr ud foolish things to do. He has no sue-irestion of legislative pow er. ille has no right to veto. Of Dositive influence, he has next to none. His duties are routine, varied only by the right of limited appointment and of pardon. Only a few crises, which with the development of the years nautrally stand farther apart, does the governor have the opportun ity of asserting himself with any thing like violence on the life of the .state. Even then, what he does is more in the way of moral ex ample lhan of exercise of legal force, Yet the office of governor of North Carolina need not be the small posi tion for a small man to swell up in or a big man to fret about. It is a great moral office. Jt can be made into a position of vast iniiuenee. It can serve as director for the people It holds their respect and they give it lar.i;0 representative authority in the ia.th of the man they put in it. It can be made riciculous with ridi euloa.s ease, because it is so hedged about with restrictions. Education al and charitable institutions must be taken care of with real liberality. Good roads must be fostered. There ought to be a permanent revision of the system of taxation on modern lines. We ought more fully to realize vr strength and utilize our capital If we know Governor Bickertt, he wll be a man to give these things a powerful impulse in the practi cal way that is needed. He holds the promise of being a business governor who can still express the things of sentiment out of a life that has touched and experienced the abstract love of a people which we call "pa triotism." If he were not ahead of the av erage North Carolinian in opportuni ty and vision. Governor Bickett would not be where he is today; but so far as he has been well proved in a variety of experience, we can re .'nrd him in the confidence that he will express that average type for us as the better thought of the state would have it represented. He has kent him self a man who has not disappointed trust, and of whom the faith is easy that he will not disappoint it. The needs of the state for the next four years have chiefly to do with the developemnt of institutions and systems which we have achieved in principle. THE COST OF DELIVERY Wilmington Star. iFor every dollar's worth of goods we order over the telephone, or pur chase and have delivered by the mer chants, we pay 8 cents. A preliminary survey of the subject, recently pujblished, shows that in the city of" Washing ton the delivery of merchandise from the stores to homes costs about 8 per cent of the retail price. ISSUE The Chamber of Commerce at its annual meeting Thursday night went squarely on record as favoring the county as a unit for issuing bonds for good roads, and Hickory is now ready to enter into discussion of the matter. The voters of this town ship must be shown that the coun ty unit is the beat for the county and shown this, they will act in good faith. If the county should be ac copted as the unit, instead of the township as at present. provision would be made for taking care of the bonds already issued by Hick ory and Newton townships, these communities would not lose anvthine. but they would go to the relief of Iwis favored townships. Then Ca tawba county would have a 'system of good roads ; every person living In the county would be benefiited. HICKORY WILL GET IT It 'A Carnegie library, while not as ured, is a strong probability. would benefit most those people who are unable to subscribe for maga zines and to collect largo libraries. It would benefit the Kecord, the mer chants, the wage-earners. It would be a universal boon. There is not a community any where in the United States, once it has obtained a good library, that. would relinquish it for three-times Us cost in dollars and cents. People are not built that way The people of Hickory want to see a library here and if mo Unw - '" vai Interest, wo can obtain as good a one as we can support. And Hickory can maintain a good one. Of that tnere is no doubt. 2 much higher considering the street; conditions, the distances and other conditions in no- wise anywhere equal to a magnificently paved and compact center, such as the national capital. It is estimated that in New York and Chicago the cost of delivering goods is greater. A large New York: department store states that its average expense of delivery, even in the business season is seven cents per package, while the selling price of the average purchase is less than a dollar. The census bureau natually con cludes that much of the high cost of living is due to our habit of en joying .the . convenience .of having all our purchases delivered.' Of course, the government is not endeavoring to show that the high cost of delivering goods accounts for the high cost of living. It is only one of the dements entering into prices paid by consumers. The final cost of any article depends on all the elements entering into its manu facture, transportation, sale and delivery.
