Paul Henri Nenot, who has been selected for the honor, is 64 years old. With the tion of three of the leading officials who were Almericans. the staff of twenty-four formed under Ambassa dor rage to look after German in terests in England, will be retained by the Swiss minister in Lon don, who took over the protection of uerman attairs here when the United States broke off diplomatic relations with Germany. The three officials were heads of departments and their places have been taken by Swiss. IhiS article was never acted on by the convention but Miss Uaiindo declaies that as framed the new constitution neither prohibits a woman from being a candidate nor from voting. This interpretation of tne wording of the new constitution is not generally accepted but Miss dalindo has announced her determina tion to have her name placed on the tickets of her district as an indepen dent candidate. Miss Galindo con tends that the new constitution asserts it is the duty of each Mexican citizen to exercise the right of franchise and that as she is a Mexican she both has the ngnt to vote and to be voted for.
