Good prices for produce mean better living conditions and more money everywhere. But we are in sympathy with the food control legislation. We don"t want the far mer to sell his stuff for half or two thirds what the consumer is forced to pay. The food control legislation would prevent that. French minister of munition, who is on his way home from Tetrograd, the Russian situation has improved notably in the past two months. Mr. Thom.is said there is no longer a ituru government and that the provisional government is growing in power and etr'.'ctiveness. That the government is determined to carry on the war there is not the slightest doubt. Its diflkultits have been tremendous and the surprising thing is that it has be?n able to a.tanJ at all. Americans have begun to hope that it will weather the stern; and that Russia will take its place in the ranks of the democracies at war with the governments of Germany, Austria and Turkey. Even thouirh Russia should not b able to render any effective military aid it will continue to serve the en tente as long as it declines to enter into a separate psace with the central powers. Mr. Root's greetings to the young republic must have been re ceived well and there is additions! reason to hope that the influence of the United States, brought to bear in n spirit of helpfulness, will convince the people of that vast country, leaders already are convinced, that their freedom cannot be sure until they have overthrown the enemies of liberty on their borders. GOOD SENSE PREVAILS It has been explained satisfa:torily to Japan, we are told, that the Ameri can note to China did not contem plate any action that was not to the best interests of the world. Britain and Japan have declined to join in the hope expressed by the United States that China will compose their diffid ences, those countries believing that the internal affairs of China are in such bad straits as to make it im possible of solution, and they do not care to be placed in a position where they might feel it their duty to in tervene. The United States, as ths best friend China has ever had, could give gooi advice, however, without the slightest intimation of force. The point that Americans are interested in now is that the relations between the United States and Japan, threat ened by the publication of a 3puriou3 tevt of the American note, are again normal, with no prospect of unpleasant negotiations. MADE THE RIGHT START Hickory has begun its campaign to raise $7,000 for the Red Cross in a manner that assures its success Everybody in Hickory is interested In the campaign, because the fund will aid American soldiers most. and probably friends and relatives of our people. To save the lives of any number of men we would be willing to mort gage everything we have, but it will not bo necessary to do that. We can help as much as we can. Everybody needs money, but all of us can strain icans and their friends in France, a point or two in the interest of Amer- If we cun run the fund above $7, 000, so much the better. At any rate, wo should bo listed as among the thousands of cities throughout the country that are glad to help. And Hickory has made a good start. According to correspondents vvrit inir from New Bern, commission mer chants of that town have purchased the Irish potato crops of farmers m the neighborhood at about one-third the retail price. The buyers, it is said, told the farmers that the spuds would be low and thus induc ed them to sell at a sacrifice. If that is the case, and the story has not been denied, tar, feathers and the single rail should be fashioned in New Bern. Rev. Livingston Johnson succeeds Dr. Hight C. Moore as editor of the Biblical Recorder at Raleigh, the lat ter taking a larger position at Nash ville, Term. Mr. Johnson, the new editor of the Biblical Recorder is a brother of Archibald Johnson editor, of Charity and Children, and besides be ing one of the most lovable men in the state is a man of extraordinary ability. The Record knows Dr. Moore will fill his new position with the same degree of satisfaction as he has the editorship of the Recorder. He is worthy of the higher honor. The Asheville Board of Trade has adopted resolutions in favor of a federal dog tax and it is asking oth r commercial organizations to join in the? appeal to congress. The Greensboro chamber was non-committal, it appearing that taxing dogs is a state rather than a federal pre rogative. Hover, the point made by the Asheville board is good. The taxing of dogs would raise revenue and protect sheep. The Record is heartily in favor of a do? tax. Collier's pointed out that those congressmen who opposed Mr. Wilson in his efforts to make the world safe for democracy are the same as those who framed the war revenue bill in the hope that it woula b so obnoxious to the American peo ple as to make them tired of well doing. The Dick Carter arrested for mur der in Springfield, Mo., is no relation we hope, of Nick Carter, our school boy friend. The treasury department has more than a billion dollars in its vaults.
