ASSOCIATED PRESS REPORTS THURSDAY, JULY 26, 1917 AFTER THREE YEARS THE WAR SITUATION j A wave of pessimism must have swept over the country today at the news in tho morning papers regard ing the Russian situation and the al leged inability of the allies to break the German front in Belgium and France. In consequence of this situation the United States is ex pected to contribute many men in order to make the entente power overwhelming in the west. Although tho Russian armies hav been undermined by the friends of the republic men who were mis guided into believing that tho peril was over with the dethronement of tho czar it is but truth to repeat that these same men are now bonding every effort to correct the great mis takes they have made. Tho confer ence of soldiers' and workmen's del egates and the peasants of all Rus sia, in their zeal for liberty, uncle mined the morale of the army; now, however, they have given Kerensky every power to restore discipline, lie may succeed. As for the western front, the al lies have proved that if they are un ablo to push the Germans out ot France and Belgium, the Germans are unable to budge them. A drive on the Belgian coast, which would turn the right flank of the enemy, woulu result in a tremendous loss of lives, but it probably would be more ef fective than the continued thrusts at other points in the line. The situation in Europe could be much worse for the cause of democ racy, and there is no more reason to be pessimistic now than there was a few weeks ago. While the allies are suffering heavily, they are not suf fering to the extent of tho Austro Germans, whose commerce has been cut off and whose population must be suffering under tho pinch of the blockade. Any number of things might happen in the next few weeks, ond the most hopeful of these is that the German people will insist on al lowing tho rest of tho world a chance to breathe. NOT FIT TO GOVERN? The war will have been raging three years on August 1. When the German war party decreed that France had to be thoroughly defeat ed and Russia beaten so as to insure the exnension of German kultur and dominion, the mighty combination of the entente was faced with confidence. It was never expected that England would do more than send an expe ditionary force of some 200,000 men to France and the British empire was expected to fall to pieces. Tho Germans also hoped to deieat France in a few months. Even though they prepared for a long war, they did not believe that the entente group would cling together for many months. The history of coalitions in Europe lent reason to this view. Now after three years of fighting, the entente still holds together, al though Russia is eliminating her self, and the most resourceful na tion in the world comes to the front in her place. In tho wars against Napoleon England had to form coali tion after coalition; as soon as the Little Corporal would defeat the ar mies of one another took its place In the present war, however, the strength of the enemies of the kaiser continues to increase, regardless of whether Russia continues in the war, and the entente armies on the wes tern front are firmly on the initiative Germany cannot win. In connection with the pessimistic reports coming out of Washington, it is interesting to recall the attitude of tho German governing class to wards democracy. On page 113 of General Bernhardi's book, Germany and the Next War, this paragraph occurs: "No people is so little qualified as the German to direct its own desti nies, whether in a parliamentarian or republican constitution; to no people is the customary liberal pattern so inappropriate as to us. A glance at the reichstag will show how complete ly this convention which is forced on us by a student of German history, holds good today." Tho masters of Germany realize that tho French, English and Am ericans may be capable of self gov ernment, but they deny that the Ger man people have a similar capacity for self-government. They must be led like lambs to the slaughter house if necessary to carry out the will of the superior rulers. Bernhardi did not write his book -phe had written other treatises in this line Avithout submitting it to the rulers, and it undoubtedly met the approval of tho government.
