The unfavorable news for the last few daya should make every thinking person in the United States realize the menace to the world of the Ger man military machine. Althoush .Great Britain has done ten times a. much fighting as any European pow er, Germany especially, expected of her, still the Teutonic allies are strong and apparently determined to conquer the world. The United States is the last great force to be hurled against the monster, but it will be months yet before this force can be felt. In the meantime nobody should think for a minute that there is any chance of safety until the Ger. man emperor or his chancellor says something that can bo interpreted as desirous of peace. The military party is in the saddle in Germany and it cares nothing for the declara tions of a reichstag whose careful ut terances mean nothing to it. The reichstag has no power; only tho em peror of Germany can say when war or peace shall come, and the emperoi just now is contemplating a big slice of Russia to add to the domin ions that he and his boys rule. .Reports that crop prospects in North Carolina are the best in the history of tho state are not hard to believe, for in this immediate section nature has smiled on the efforts of the producers in a manner seldom equaled in history. The land is yield ing in abundance and even poor ground, thanks to good seasons, has produced munificiently. Except for wheat, which is short several mil lion bushels in the country, there will be no scarcity of anything, but prices will remain good. Charlotte is likely to be in luck for many months. The government would not build an expensive camp near there and then abandon it after national guardsmen had been trained a few weeks. The new national ar. my probably will be trained at these cantonments and in that case Chai. lotte will be a live military center for many months unless, happily, the war should come to an end in the spring. American soldiers ready to sail for France had their narrowest es cape when a transport on which they had embarked was rammed by an inbound steamer Monday. Tho following is the ordinance ad opted by city council in regard to sewer connections and sanitary clos ets: Section 1. That all owners, ten ants and occupants of all houses, tenements and buildings situated within the fire limits or on any lot or lots not more distant from a street, avenue or alley in which a sewer is laid than two-thirds the depth of the block or square abutting on such atrnnt nvpmifl Or allev. shall connect all closets, privies, sinks and urinals with such sewer, within 90 days af ter service of notice from the city manager to giyfc such notice to such owners, tenants and occupants at once, or whenever any sewer is here after laid and is ready for use. That this section shall not be construed as requiring the property owner to construct a connecting line through the property of iother individual. Section 2. That, after the expira tion of the time stipulated in the notice above provided; it shall be unlawful for the owner, tenant or oc cupant of any such house, tenement or building to keep or maintain any surface closets, sinks, cesspools, or urinals, upon any such lot, or in any house, tenement or building thereon. Section 3. That it shall be unlaw ful for the owner, tenant or occu pant of any such house, tenement or building, any part of which is used as a residence or for business pur ooses during any portion of the day or niirht. to fail to have at least one water closet connected with the sew er within sixty days after the pas sage of this ordinance; that this sec tion shall be construed as requiring one water closet for each house, ten ement or building situated as afore said. Section 4. That the owner of ev ery dwelling house or place where persons live, which is not required to be connected with the sewer sys tem, shall provide the person occu pying the same with a sanitary privy. Jiy a sanitary privy, wher ever it occurs in this ordinance is meant a receptacle for human excre ment that is enclosed in such a way that it is absolutely fly proof. That this section shall be in effect after the expiration of the time stipulat ed in tho notice provided in section five of this ordinance. Section 5. That it shall be the duty of the City Manager to have prepared plans and specifications for sanitary privies, copies of which shall be kept on file in his office for put. lie inspection; and when such plans and specifications are prepared and filed as aforesaid, a notice of that fact shall be published in two issues of one or more of the papers publish ed within the city; and it shall be un lawful for any person to have upon his premises or those occupied by him any privy that does not conform to the plans and specifications so prepared and filed, at any time after the expiration of a period of Ninety (DO) days from the fifc-st publica tion of such notice. Mr. and Mrs. Williams passed through Newtom last night enroute for Greensboro, where he goes to join the engineer corps at that place.
