' at the Happy Valley. They reached the valley about 8:15 'and were greeted by the host and hostess and also by fifteen of the younger set of Lenoir. After enjoy ing a delicious supper the party be gan. The Hickory crowd spent the night, the girls staying in the house and the boys on the lawn in tents. Yesterday morning the whole party motored to Blowing Rock, where they were entertained at the home of Miss Ransom. They return ed to Hickory late yesterday after noon. The Hickory guests were Misses Annie Killian, Katherine Kin caid, of Statesville; Marjory Thom as of Savannah, Ga. .Katherine Har din, Katherine Allen, Margaret Spring3, Mary Rogers Shuford, Clar issa Aberneiy and Messrs. Glenn McCall, Adrian Huffman, Donald Shuford, Ray Rowe, Elwood Mitch ell and Jerry McComb. Here of late the kaiser has been at this business rather frequently and the Bavarians seem to be his special fa vorites. There is n reason for that of course. These troops have borne the brunt of many attacks and they have been called on to do the major work for the Prussians; the emperor therefore feels that he must hand them a few in order to compensate the people back home for the loss es they have sustained. Whereas Bismarck placed his wreaths infrequently, the present German emperor appears to be ov erdoing it. Fate was unkind to the Anglo French forces in Flanders. Just as they had everything going their own way the flood gates were' open ed and a deluge resulted that turn ed the extremley low country into bogs and marshland. The moving of heavy artillery was impossible. The British infantry was compelled to remain in their trenches and suf fer a pounding from the' German artillery, which had the exact range, and yet the Tommies held their ground. This big attack in Flan ders was made by the Franch and English soldiers, only a few of the British colonials, Australians in this case, being engaged. This section, has beeni (receiving its sh are of the beneficient sunchine, but most of the time the rays have been tempered by clouds which march between earth and heaven in the early afternoon .incidentally being a part of the demonstration that cuts off the juice and causes more gray hairs in our ancient head, for fear the paper wont get out on time. A delightul shower, which inci dentally caused the power to sus pend business for several minutes, fell over the Hickory section yes terday afternoon. German war lords have been called to hold a post-morten in Brussels. ORDINANCE AUTHORIZING IS- SUANCE OF WATER WORKS BONDS ! "Whereas, the public health and convenience require the improvement . and extension of the water works system of the "City of Hickory.": "Now, therefore, be it ordamed: "That the "City Council of the City of Hickory" finds the following facts : (a) That the city treasurer has filed with the city manager, ex ofllcio city Cierk, a statement of the debt of the "City of Hickory," pur suant to the "Municipal Finance Act of 1917," and that said statement is now in the offitee of the city man ager and is open to public inspec tion. (b) That the average assessed valuation of property subject to taxation by the "City of Hickory" for the year nineteen hundred fourteen, nineteen hundred fifteen and nineteen hundred sixteen is two million, one hundred eighty-one thous and, six hundred forty-two dollars, and sixty six and two thirds cents ($2,181,642.06 2-3), as is shown by said statement. (c) That the aVcfragte assessed, ' valuation of property subject to taxation by the "City of Hickory" for the years nineteen hundred fif toon, nineteen hundred sixteen and nineteen hundred seventeen is two million, two hundred ninety-six thousand, two nundred forty'-n.ine dollars and thirty-three and one-third cents, ($2,296,249.33 1-3), as is shown , by said statement, and that the years nineteen hundred fifteen, nineteen hundred sixteen and nineteen hundred seventeen are the three fiscal years in which taxes -were last levied. That the amount of the net debt of the "City of Hickory" out standing, authorized and to be author ized (including all proposed bonds) is two hundred two thousand, eight hundred fortynhree dollars ($202, 813,00), as is shown by said state ment. "That water works bonds of the maximum principal amount of fifteen I thousand dollars, bearing a maximum rate oi interest or nve per centum per annum, be and are hereby author ized to be issued by the "City of Hickory," a municipal corporation in Catawba county, State of North Car olina, for the purpose of construct ing additional service mains and for other additional extensions and im provements of the water works sys tem, of said municipal corporation, except service connections. "That the maximum period within which the said water works bonds shall mature is and shall be thirty years, the probable period of the usefulness of the improvement afore said. "That a tax sufficient to pay the principal and interest of the bonds aforesaid shall be annuallv levied and collected. "That thi9 ordinary srinll t.nVo effect thirty days after its first pub lication, unless in the meantime a petition for its submission to the vo ters is filed under the "Municipal Finance Act of 1917," and that in sucn event it shall take effect when approved bv a vote of th maiorifv of the voters of the city.'
