ASSOCI ATED PRESS REPORTS MONDAY, AUG. 13, 1917 THE WAR REVENUE BILL Braxton of the Kinston Free Press admits the disposition to al low the war garden to make in the sun. He has more reason than most of us. He is in a few hours ride of the best fishing grounds in the United States, he can hit the surf two or three times a week, and watch the pretty girls to boot. To be truthful about it, our war gardea is twice as good now s it Svas. two months ago but it never was anything to brag about. The Catawba commissioners have advertised the sale of $100,000 in bonds to rebulid the lost bridges. In a few short days nature did more damage than the county can repair in two years. Senator LaFollete, with a pro German constituent, wants to know what this country is fighting for, IThe catfish simply won't bite. ''CIVILIZATION" AT HUB MONDAY AND TUEDAY Mil Senator Simmons last week e. plained the war revenue bill as re vised by the senate finance commit tee and defended it from attacks made by Representative Kitchin of the house ways and means commit tee. The senate bill has more oppo nents in North Carolina than the house measure, because it takes more taxes from excess profits. Chairman Kitchin declared that his own meas ure was crude and that he wouiu swallow it with his eyes shut. The chief objection to the Sim mons revised bill seems to be that it does not fall heavy enough on bih incomes, but the chairman explains that a certain amount of money must go back into trade and that all the governments at war with the excep. tion of Canada and Spain which latter is not at war have worked the revenue problem out on the same principle. The government win have to collect heavKy from moneyed interests, but most fair commenta. tors agree that it will be wise to raise the schedules on incomes from year to year until these incomes art practically confiscated. We know so little about finances that it is difficult for us to ; discuss the . question intelligently. Our idea is that the taxes should be &. distributed as to bear as fairly on alt alike as far as possible with tht least disarrangement of business. In other words the taxes should not make useful business enterprises lose money. But that is a big ques tion. Wealth should be made to pay its just proportion. Tho fight will come over the sur taxes on individual incomes. Chair, man Kitchin, with his usual vindic tiveness, assailed the Simmons meas ure, and attacked all those who fa vor it. IThe News and Observer, whoso editorial a week ago non could take offense at, drew from , Mr. Kitchin much wrath, but the Raleigh paper scored heavily when it quoted Mr. Kitchin's own words against the merits of his own bin Chairman Simmons of course wil stand for amending any objection able featurues of the revised meas ure, . and it Is probable that tho levy on individual incomes, which teems to be the most indefensible part of the measure, will be made larger. Otherwise, the senate bi seems to be a much better measure than that produced by the houav committee. THE ANTI-DRAFTERS Those things for which the anti drafters in Jacobs Fork townslnj- claimed to bo contending most vigor ously at Pleasant Garden, other North Caroinians will fight for. The antl-drafters claim to desire freedom but their manner of obtaining it i different from that of other people They would aid the enemy, would paralyze tho United States and brea down government in true Tom Wat son style. iNo doubt the majority of the men attending the meeting Saturday night were condeming President Wil son and congress a year ago for not entering the war and eating Ger many alive; their actions now would lead to that belief. mm i . iney are aDsoiutely poweriess however, to do any great harm. The people of the United States aft blessed with common sense and this faculty will make them all the more determined to secure independence even for the men who would do ev erything to block them. It may be necesary for the govern ment to take action in the Jacobs Fork case, it even may be necessary to put the more boisterous gentlemen under bond until they sober up, but there is no cause for alarm. They make the rest of the country more determined to do right. The various exemption boards have more worries than any other set of men in the country. Theirs is a thankless task.
