It proposes some thing affecting Belgium that is mor ally repulsive and monstrous. Even the peace resoltuion of the Ameri can union against militarism, one of the most conspicuous pacifist organi zations in the United States, insists "that independent Belgium will be entitled to special restitution from ' gfl fiermanv owimr to t.hft nVc .nmsbinces I S under which she was forced into the war." Is it possible that a consid erable number of people anywhere in this country would approve of Sen ator LaFollette's resolution of the principle of "special restitution" in the case of Belgium and support his proposal of a "common fund," to be provided by all the belligerent na tions." which should be usad for the "restoration" of the "portions of ter ritory in any of the countries most seriously devastated by the war?" The theory of this LaFollette pro posal is that Germany is no more to blame, morally speaking or legal ly speaking, than any or all of her antagonists in this war jno more to blame even than the United States. All the belligerents should contribute to the 'common funu without the least distinction be tween them being made on the ground of responsibility for the crime of Belgium's violation and despoilment. If one could be sure that the Wis consin senator saw clearly the bear ing of his proposal it might well be branded as a piece of stark infamy. It has so happened that Lieut-Gen. Baron von Freytag-Loringhoven, chief of the supplementary general staff of the German army, otherwise described as Germany's "leading mil itary historian," who has access to the general staff records, has writ ten an article within a few days for'SJ? the German press in which he admits E3 that Germany's invasion of neutral SS Belgium in August, 1914, was not due CP in the least to military and defes-!E8 sive necessity provoked by alleged preparations of the 'French to use Belgium as a highway for the in vasion of Germany. The violation of Belgium, which this German mil itary historian now says was not an ticipated by the French, whose pre parations were horribly confined to their own German frontier, is seen more and more clearly with eacn passing year to have been one of tht vilest acts of treachery and one of tlio most sinister and brazen crimes against civilization that the history of mankind records. Yet the senator from Wi would have Germany go scot free in the assessment of special damages on account of that maimed, tortured and ruined country. He would have no special restitution made by Germany to Belgium; we should all France. Britain and even the United States - be placed on a level with Germany in contributing: to a common -fnnrl The Wisconsin senator has many ad- mirauie qualities ot- mind and heart and he has performed much good service for the country, but his pro posal is staggering because it virtu ally denies that for the most infa mous acts deliberately committed for a selfish end a nation can be held accountable. iBefore the United States recog nizes the principle of equality with Germany in moral obligation to re store Belgium, the republic should challenge the most terrible fate uiax an invincible German militarism could devise for it.
