MONDAY, AUG. 20, 1917 The Record acknowledges receipt of "Common Rocks and Rock Miner als" by Dr. Collier Cobb, professor of geology in the Unitersity of North Carolina, and one of the foremost experts in his line in the country Incidentally this is the second edi tion of the little volume, which wo will find use for. Dr. Cobb believe- that a man who has not a bowing acquaintance with the rocks and min erals of his section is not a very good citizen and according to Roy Abernethy the professor can neve: forgive a fellow who refers to quartz as pints. General Komiloff's assurance that the Russians are improving in fight ing morale is encouraging at th;s time. The 1917 campaign may not prove decisive, but if all the allies are ready by spring 1918 to deal some hard blows on each front, the conflict soon will be . brought to a close. If the Germans do not succeed in their schemes of conquest by the first of the year, however, they will not wat for the pressure that all the allies will be ready to exert in the spring. A restatement of the peace terms or war aims of the allies, called forth by the poepe's efforts to stop the grea war, may so clarify the situation m Austria-Hungary that an early peace will follow. Austria-Hungary, with its many subpect races, is desperate ly in need of a chance to save the structure of government from falling and that country would be glad to accept almost anything short of dis integration from within. The Washington correspondent ot the Greensboro News learns that 700 Belgian children, with an arm or other limb hacked off by the Ger mans, have been taken to Canada, where homes will be provided. Thit's one story we don't believe, although the Prussians have practiced crueltio., on their prisoners, both children and men. Former Judge J. Crawford Jtiigga of Raleigh is said to be slated for the position with the department of justice as special attorney in the in vestigation of alleged land and oil frauds on the Pacific coast. JudS' Biggs, it is said, has been offered the place made vacant by the death of E. J. Justice, and the country will gain if he accepts. ' The one-cent stamp tax on bark checks has been defeated by the sen ate, but in the various changes that will be made before the war revenue bill is passed finally the tax may be re-inserted. There is no guessing a3 to what might happen. Germany has been asked to state it3 war aims on at least one occasion, but the Prussians prefer to keep thci.. secret. They prefer dark rather than light because their deeds are evil. Men drawn for the draft who fail to report are classed as deserters, and deserters in war time do not re ceive much consideration. AND KILLED BY TRAIN Gastonia, Aug. 20. Moracc Smith and his bride of a week were struck and killed by an eastbound South ern train at the Loray grade cross mg in West Gastonia about 11 o clock Saturday night. Smith was killed instantly, his body being bad ly mangled. ZHis wife was taken to a local hospital where she died a few hours later. The couple liv ed at Rutherfordton where they were married a week ago. They were vis iting relatives here. The bodiej were shipped to Rutherfordton. COLLEGE BUSINESS AS USUAL News and Observer. President Edward K. Graham, of the state university, has addressed a letter to the alumni of the insti tution declaring that in his opinioi. an alumnus cannot perform a high er service to the state and country than by doing all he can to influence young men not yet called into govern ment service to go to college. There should not be any falling off in the attendance of our educational institutions on account of the war. In war and in peace the need is foi trained and educated men. The brains of the war is just as impor tant as the brawn of the war. The nation cannot permit its supply of ed ucated men to be diminished by war or by any other emergency. Rather it should seek in war to increase it supply, for the demand "is greater than in times of peace. The danger is, as President Gra ham points out in his letter, that the opportunities lor employment re sulting from so many men being called into war service will cause many young men to be prevented from going or returning to college, It is here that the alumni of the va rious institutions can get in some good work. Let them advise as be tween going to work and going to college, that the young man go to college. This is safe advice, for whether the war lasts a year . or five years the educated man of the future will be the one best equipped to serve himself and his state and country. While TJovd Georee takes at face value the concessions of the Russi- can government, and probably is careful to avoid looking unaer tne surface, Mr. Henderson during nis visit to Russia evidently formed a lenr imryression that a conference was greatly desired, and that parti cipation would strengthen the cause of the allies. Wthich is in the right may perhaps be shown by the reac tions in Russia. Very curious in deed in Lloyd George' remarks in his reply to Mr. Henderson: "In Russia there is a socialist govern ment. It is a socialist government which has not the whole of the facts." Wlho is concealing the facts and whit kind of facts are referred to? .The reference is mystifying anu seems in a measure to suggest that Mr. Henderson is correct in thinking that Russia has not in reality aban doned its desire for the conference If that is the case it would appear to be the duty of the allies, finding themselves unable to assent in thifc matter, to use the utmost prompti tude and energy in finding other ways to reassure the Russian gov ernment and people.
