TUESDAY, AUG 21, 1917 FORGING AHEAD The American public has been led to expect so much from tho various allied offensives in Europe and they have amounted to so little, as re gards the forcing back of the Teuto:i lines, that it will be slow to believe that tho present French and Italian offensives will amount to much. When one looks at the may he is impressed with the slow progress. On tho other hand, the situation much better than it would be if the Teutons were biting into tho al lied lines. The Germans and their allies, except in the east, are on the defensive, and they are being forceu back steadily. The anglo-French forc es have seized commanding heights and a major operation was about due The Italians have made such progress over the difficult ground in their op erations that possibilities of a decis ion have been mado likely. Napol eon, we believe, marched to Vienna by way of Triest. Even though our allies may not be able to drive the Teutons from France and Belgium this fall, the point to be remembered is that our friends are bucking the lines and no.. out enemies. Although the gams ol tne allies on the western front are not very large, thev are significant m two ways. For one thing, the brilliant little at tack near Lens with the capture of the notorious hill 70 was followed promptly by a renewal of the offen sive about Ypres. This shows that at last the allies are getting enough reserve strength to resort success fully to the plan of rapidly shifting the point of attack which has seemed to offer most promise on a front where the first sudden blow if well prepar ed, has a great advantage. In the second place, even the moderate suc cess of these attacks stands in sharp contrast with the ineffectiveness of the repeated counter-offensive which the Germans have made since their strategic retreat in the spring. These collectively have been costly, and the only one which had any consider able success, the attack on tha dunes near the sea, succeeded becausb of exceptional conditions. The fight ing of the past few days goes to confirm the impression that now oi. the western front the Germans are overweighted by the allied forces.
