North Carolina women, however, are not required to adopt this style, while the women of Illinois are or have been dangeroutely near being compelled to wear low heels whether tney like them or not. Recently a Din was passed in the lower house in Springfield, which if it shall hp cna tained, will compel women to wear neels not more than one and three eights inches in height. lAs to who should have credit foi this change of footwear, the wom en would like to know. They sa that it i3 not likely that the shoe makers started it for they have nev er made shoes for women to fit their feet. Some say that Uncle Sam is responsible because he required his boys to wear correct shoes and has shown people that a shoe can be made both good looking and to fit the feet at the same time. This reason probably accounts for the new low heel shoe for women being built somewhat on military lines. But physicians and health wnrlprv would like to believe that people in general are paying more attention to matters that so vitally affect their health and well beinc as the iltf. vored heel. GARDEN FOR EVERY HOME ALL THE YEAR iRaleigh, Sept. 17. The city of Raleigh has planned to make itself a model for the cities and towns of North Carolina in the matter of gar dens, having taken as a motto: "A garden for every home 12 months in the year." For the accomplishment of its purposes, two trined women have been (fnployed as garden su pervivors, and a course in elementary agriculture has been introduced m the city schools. The chamber of commerce, through its food committee, has been promot ing this plan, and has distributed, through the cooperation of Boy Scouts, a garden schedule for the fall months, a copy of this schedule being! placed in each of the 4,,100 homes in the city. 1 A number of North Carolina cit ies are urging utilization of fall and winter gardens, but so far as is known no other city has taken such well directed, systematic and effec tive steps in this direction as has tha city of Raleigh. COTTON SEED BUSINESS TO BE REGULATED Raleigh, Sept. 17 Information has come to the office of the state food administrator ijrom Washington to the effect that the cotton-seed crush ing and refining industry will, in all probability, be placed under regula tions similar in some measures to those governing the sugar industry. This action was discussed at a recent meeting of representatives of the cot ton seed crushing industry with the food administration at Washington. If this program is carried into ef fect it would seem, judging from the result of regulations on the su gar industry, that licensing must in evitably tend to the elimination of hoarding and all forms of specula tion. The high wind Sunday night made it appear that winter had come again, but the lowest the mercury descended during the night was 52 degrees, which was 10 degrees higher than last Wednesday. As the large assembly gathered at Claremont College last June, beneath the spa-1 cious tent, amidst the beautiful grove of the campus, it was an inspiring sight. It is fine to see so many peo- j pie gather for entertainment of such high-order. It gives one confidence that what the people really want is something worth while, elevating, a form of public amusement that ap peals to the intellect and lingers m the memory. For an enterprise like that to succeed in a town is a splen did compliment to the people. And in a place like Hickory, where we have such' aggressive and successful business men, such magnificent schools such fine streets and public improve ments, such uptodate methods of city management, such a social world, it is almost a necessity that we have a chautauqua to cap the climax of the town's progressiveness, and to further the social interests as well as the educational advancement of the community. .As soon as the Chautauqua was closed last summer, a movement was put on foot to have another next summer. Though no great effort has been made, over 60 have signed the contract for a seven day' chautauqua next year, that will be worth $14,00. The plan is to se cure 100 names or guarantors who will pledge themselves to take equal responsibility for the 700 tickets, so as to induce the Swarthmore Com pany to put the course on here next summer. Only 40 more names must be secured, which with the response already made, ought to be an easy matter. The company was very lib eral last year. "As it was their nrst effort here they made the guarantee only $360, ro ten men pledging $10 apiece. The company lost money then, for their receipts were about $855, including guarantee, sale of tickets, and gate receipts, and their expenses were anywhere from $1,-. 400 to $2,000. We have no right to ask them to repeat such an expen sive benevolence, for we are not pau pers. Hickory can pay for what she wants, and has done it always. And she does want a chautauqua just as she wants a fair in the fall, which will cost more than a chautau qua and certainly Is worth as much to the mental and recreational life as the fair is to the business life of the town. Other towns have already agreed to finance the chautauqua, some of them smaller than ours, and most of them far lesa Drocressive. If these towns, are so anxious for the social and intellectual life of their people with fewer advantaves than we, how much more need we to be concerned, With our. schools, our colleges, our factories, our bustling commerce and the srreater need to keep our peo pie evenly balanced, with a chance for relexation and development such as o ehautauaua brings. The war is no reason to omit such a season of enioyment. . While we need caution in expenses, it is no ec onomy to cut out recreation The bow bent too often breaks, the brain too long fixed on work will fag. We need to save food, more than we need to save money. To cultivate the mind stimulates good sense and ener gy, and where recreation can be blen ded with the improvement oi me m :Al1ep.t. o erreat crain has been made.
