Navy league women, barred by Secretary Uaniels decision from knitting wool en comforts for sailors, will knit tha garments for soldiers and the army has accepted them. IMrs. James Carroll Frazer, chair man of the comforts committee of the Navy league made public a let ter from Secretary Baker of the wax department, accepting the offer of the Navy league women to knit for the troops in the trenches. 'Hundreds of thousands of women who had been knitting for the sail ors when the controversy between Secretary Daniels and the Navy league interrupted the work will now go on but the product will be sent to the army. With winter coming on, Navy league officials say the troops in the field will need the wooi- en comforts the women make. The Dutch government has ordered an other reduction in the size of the standing army. The step is taken. it is stated, "mainly for financi.-il reasons, but also because discipline in the army has been weakened and its quality deterioriated tinder pro tracted service." At the beginning of the European war, Denmark called up 45,000 men in addition to the 2,500 who are always under training. This force was gradually reduced to 25,000, and a further reduction of about 25 per cent, has now been decided upon. All the parties, except the Con servative group, have approved of the government's decision. The Conser vatives declined acquiescenses on the ground that they could not ad mit that "t hedanger of a violation sentially diminished." LARGE GERMAN SEAPLANES BROUGHT INTO FLUSHING (London, Sept. 27 Two large Ger man seaplanes have been brought in to Flushing, Holland, by Dutch tor pedo boats, and it is reported that they participated in the air raid ot? England, says a dispatch to the Even ing News from Rotterdam. One of the four German airmen was serious ly wounded. The three others have been interned. NOTICE OF RIGHT TO DEMAND THE SUBMISSION OF WATER BOND ORDINANCE TO A VOTE OF THE QUALIFIED VOTERS OF THE CITY OF HICKORY. Whereas on the 14th day of August, ID 17, the City Council of Hickory passed an ordinance authorizing the issuance of the City of Hickory's Bonds in amount not in excess of fteen thousand dollars for the pur pose of etending the water works system 'And whereas said ordinance con tained a paragraph in literal compli ance with Section 17 (1) (j) HI of "The Municipal Finance Act of 1917," providing that said ordinance should not be submitted to the voters of the city, unless within thirty days after its first publication a petition for its submission .was filed under said Municipal Finance Act. And whereas said portion of said section is inconsistent with other parts of "The Municipal Finance Act of 1917," other parts containing pro visions for submission to the voter upon fitting a petition within thirty days after the last publication of said ordinance: And whereas the City Council de sires to comply with the spirit as well as with the letter of the law: Now, therefore, notice is hereby given that the said Water Bond Or dinance will be submitted to the vo ters for their approval or disappro val, if a petition is filed within thirty days after the last publication of said ordinance; and that the city will not issue or attempt to issue any Water Bonds until thirty days after the last publication of said ordinance has passed . without a petition having been filed or if one is so filed will not issue ' or attempt to issuo such bonds, unless the ordi nance shall be approved by the voters of the city. LEiXOIR COUNTY PUTS ON LIFE EXTENSION WORK Lenoir is the next county in the state to include life extension in its program of health work for the fall and winter. Dr. J. S. Mitchencr, Le noir's active whole time health offi cer, will do the work but will be as sisted by Dr. A. J. Ellington, who is director of life extension work for the state, board of health. Work will start in Lenoir about October 8. This health movement will consist of a thorough medical examination which will be made free for any. per son in the county between the age of z'J and 65 years. Its purpose is to prolong human life and to do it when life is most valuable to the individu al Wihen any oncoming disease or injurious defects are discovered through the examination, the pati ent is advised what treatment to seeK or wnat course to ioiiow in his daily habits to prevent or off set the approaching illness. No operations are made and no treat ment given. Tn addition to the physician's advice, the patients are given the instruction tney need in free health pamphlets, which treat fully the most common degener ative diseases. The first week of the campaign will be given to organizing and ex plaining the work to the people. Dr. Mitchener will hav? a well equipped offiice in Kinston for making the ex aminations as well as anv labora- 1cry tests that may be needed. Le noir s life extension work will be similar to that done in Vance and Alamance counties by Dr. Ellington this spring. KULTUR AGAIN PROBED Springfield Republican. After other revelations of German diplomatic methods, probably no great stir will be made by the dis closure of the atrocious plot at Buch arest, which included the dissemina tion of anthrax germs. The plot was foiled by a timely search, and it may be said that one foiled plot niore or less does not grately matter. Nor will the discover of explosives in the German embassy at Bucha rest cause much anger as the detec tion of German officials smuggling bombs into Norway to blow up Norwegian shipping. But while the plot exposed the report made to the state partment bv the secretary of legation at Bucharest does not give a climax to the series, it is all of a piece with the rest, and o-ivrs cum ulative force. This countrv "s spec ially concerned because its good of fices were as shamefully abused in Rumania as those of Sweden in Ar gentina. There is said to b dirprt. testimony that the explosives and the poison were brought to thp legation after the protection of German interests had been taken ov er by the Unit 1 States.
