THE SUBMISSION OF WATER i BOND ORDINANCE TO A VOTE OF THE QUALIFIED VOTERS OF THE jCITY OF HICKORY. Whereas on the 14th day of August, 1D17, the City Council of Hickory passed an ordinance authorizing the issuance of the City of Hickory's Bonds in an amount not in excess of fteen thousand dollars for the pu.. pose of etending the water works system. And whereas said ordinance con tained a paragraph in literal compli ance with Section 17 (1) (j) HI of "The Municipal Finance Act of 1917," providing that said ordinance should not be submitted to the voters of the city, unless within thirty days after its first publication a petition for its submission was filed under said Municipal Finance Act. And whereas said portion of said section is inconsistent with other parts of "The Municipal Finance Act of 1917," other parts containing pro visions for submission to the voters upon fiiling a petition within thirty clays after the last publication of said ordinance: And whereas the City Council de sires to comply with the spirit as weli as with the letter of the law: Now, therefore, notice is hereby given that the said Water Bond Or dinance will be submitted to the vo ters for their approval or disappro val, if a petition is filed within thirty days after the last publication of said ordinance; and that the city will not issue or attempt to issue any Water Bonds until thirty days after the last publication of said ordinance has passed without a petition having been filed or if one is so filed will not issue or atterrmt to issue such bonds, unless the ordi nance ehall be approved by the voters of the city. Mayor Berhman said today that the city council at a meeting tonight would be called on to enact an ordinance for closing the New Orleans restrict ed district for years one of the most notorious in the country. This ac tion will bfe taken! on request of Secretary Daniels to eliminate ob jectionable features where soldiers and sailors are quartered. Ooes it ache especially after ex ertion r To determine the responsibility sfdr cljosing the school at English Chapel in Transylvania county, on account of scarlet fever, is the pur pose of the state board of health sending its representative, Dr. T. M. Jordan, to that county to make an investigation of the scarlet fever situation and place the responsibil ity for its spread where it belongs. Information came to the .board that the school had been closed and that the quarantine officer was not con sulted, evidence that the new state quarantine law is not in good work ing order. The board, eager to get the law working effectively in every county and its purpose firmly im pressed upon the minds of the peo ple, considers that such a situation demands an investigation both in the interest of the law and to check the spread of the disease. There are three possible agents, the board explains, on whom the re sponsibility! of the epidemic and the closing of the school could rest. If the physicians failed to report the cases of scarlet fever, as they oc curred, to the country quarantine of ficer, they are responsible for the disease spreading. If thev did re.
