OCT. 6. 1917 FREEDOM AND FREEDOM COASTWISE TRADE TVure is no question as to the wis dom of permitting foreign vessels to enter in the coastwise trade ol xne United States, because America needs all the tonnage it can ob tain, hut if there had been no law protecting American ships in this trade if these ships had not been subsidized in a way the country would have been in a much worse, condition at the outbreak of the war than it found itself. American bottoms had been pra.. tit-ally run off tho oceans, and therw is no reason to believe that foreign ers would have usurped the coastwise business. After the war, it probably will bt found necessary to protect coastwise shipping again. REASONING AND THINKING Ohio State Journal. In a deeply interesting article on suffering and love, in the Hibbart Journal, the greatest- of all quarter lies, Mrs. A. C. Coler says: "It may without difficulty be maintained that except by the cumulative re sults of knowledge mankind does not progress forally and intellec tually, that in actual reasoning and thinking powers, we exhibit no ad vance over the great Greeks or the oriental philosophers and seers ot 2,000 years ago." The gist of which is, that there is no intellect to improve, and that what improve, ment has taken place in the past 2,000 years has been along the line of the emotions, created by impres sions resulting from the contact of the spirit with the environment. But in face of this doctrine, our educa tional establishments have been go ing on the idea that there is such a faculty known as the intellect, to whose development they hava been constantly- devoted. No wonder there has been no advance in the reasoning of thinking powers in the past 2,000 years. It is time to stop and educate the spirit; put an end to the monopoly of textbooks, and learn more of the stars, the flowers and clouds, the snows, the birds, the winds, the sun sets and all the amenities and ax ions of life and all those things that God has brought into the world to educate us with. No wonder the people are in doubt whether the world is getting better or not, since the smartness of intellect is put for ward as the highest achievements of education. And yet Germany claims to bt fighting for the freedom of the seas. In reality Germany is fighting for the domination of the seas, just a it is contending for domination of the land. Coon Take your time about this, just so you answer before January 1, 1918. P. S. This question is open to the world. Hickory people who attended the Caldwell Fair were loud in their praises. The Lenoir papers, by the way, deserve a great deal of credit for the success of the fair, which they pushed weeks before any ex hibits were placed. If anybody comes to you with any wild talk, you may be sure he either thinks you are ignorant and gullible or disloyal. It is not much of a compliment either way, but that's what it amounts to. In such an event, if you feel uncertain about it, ask the "gentleman" to accom pany you into any of the business houses and see if he will do it. Any doubt that the second issue of Liberty Bonds would be a failure al ready has been dispelled by the large number of subscribers in the bigger cities. The smaller places will be heard from later, including Ilickorjt, and they will swell the grand total. Every person in this whole section should buy a bond. It pays good interest, is free of taxation unles the owner is a near millionaire, and will be a good thing to lay away. The Siler City Grit announces that th Chatham rabbit crop will be ma tured in about a month and it 13 ex pected that more than 15,000 will bo shipped from that county this season. The Chatham rabbit is known far and wide and is every whu a3 good as tho Catawba rabbit. When one sees the enthusiasm of the soldiers who pass through here en routo to army camps, he cannot help believing that they are neap the truth in declaring that they will get tho kaiser. With them it is not a boast; it is a resolve. Tho Statesville Landmark corrects the Record's statement that Colonel Roosevelt was willing to lead a bat talion in France. Whereas on the 14th day of August, 1517, the City Council of t Hickory passed an ordinance authorizing the issuance of the City of Hickory's Bonds in a" amount not in excess of fteen thousand dollars for the pui pose of etending the water works system. And whereas said ordinance con tained a paragraph in literal compli ance with Sectio 17 (1) (j) HI of "The Municipal Finance Act of 1917," providing that said ordinance should not be submitted to the voters of the city, unless within thirty days after its first publication a petition for it3 submission was filed under said Municipal Finance Act. And whereas said portion of said section i3 inconsistent with other parts of "The Municipal Finance Act of 1917," other parts containing pro visions for submission to the voters upon fiiling a petition within thirty days after the last publication of said ordinance: And whereas the City Council de sires to comply with the spirit as well as with the letter of the law: Now, therefore, notice is hereby given that the said Water Bond Or dinance will be submitted to the vo ters for their approval or disappro val, if a petition is filed within thirty days after the last publication of said ordinance; and that the city will not issue or attempt to issue any Water Bonds until thirty days after the last publication of said ordinance has passed without a petition having been filed or if one is so filed will not issue or attempt to issue such bonds, unless the ordi nance shall bo approved by the voters of the city.
