Lcu:u . -'. 22B 'IN -The outbreak of pneumoniay measles and other infectious diseas es in the soldiers' training camps that are causing the deaths of many young soldiers emphasizes the su preme importance of keeping down infectious diseasese amon the civil population, particularly m those cities in which the campw are situ ated, and more especially the homes m which the soldiers vasit ana spend their time when oft on fur lough. When once the infection of pneumonia, measles, meningitis o any other infectious disease is brought to camp, the crowded clos living quarters of '1ftie boys make its spread easy and almost impos sible to avoid, particularly since in fection is often spread before anj symptoms of illness are felt. It was just this condition with reference to outbreaks of contagious diseases that now exist at i several of the cantonments in the country that Surgeon General GoTgas, At. the Health Officers' Association meeting in Washington, declared that he feared most for the soldiers' health in camps this winter. Speak ing of it he 'said. "Our problem is the prevention of introduction of infec tion from without. You will apprv filiate, therefore, how exceedingly important is the health of the civil population of the whole country, in relation to a military force, such a ours, numbering a million and a half men, engaged in training m various centers over the country. If we were in desert Panama, with no civil population around us, we should have no concern or anxiety with re gard to maintaining this status of g'ood health." The state bovd of health advis es at this time as precaution against pneumonia the liberal use of fresh air, particularly at night, exercise in the open air during the day, the avoidance of constipation, overeating,- and particularly over heating with a sudden chilling1. In. short, it says, "Keep up that re sistance that will prevent colds anu you will not be likely to have pneu monia." It advises also Dr. Os ier's suggestions for preventing pneumonia: "Keep feet warm head cool and bowels open" RAILROADS MAY L ENURE EQUIPMEN By the Associated Pies. . Washington, Nov. 24. ,A plan for pooling tlje entire railway equip ment and traffic of the United States was taken up at a conference today between government offi'cials and railroad heads. Congestion has reached a stage, it is realized, where government methods must be put into force if the country is not to face a serious situation.
