C, Dec. 12. -The act whien provides for government ufa insurance for soldiers and sail ors has .now been in operation a lit tle more than a month. Tha secre tary of the treasuary announced en .November 17 that up to that date o4,i68 applications undar the nw aw had been received, representing insurance in the sum of $552,093,000. x rom four to six thousand applica uons are received each day at the treasury department, the amount ef insurance applied for something teaching a total of fifty million dol lars in a single day. The law provides that soldier, sailors, marines and nurses in ae oive service may obtain from the .government life insurance in am ountj not exceeding T10,000 at pre mium rates ranging from 65 eent a month at the age of 21 years ta $1.20 a month at ,the age of 51 ' years, for each $1,000 of . insurance. One of the primary object f this law is to lessen- th tremendous ouTcien of pensions which has foliow- ;d as a consequence of all American wars. it is evident that the administra tion of this new branch of gorern ment work is big business in itself. Uut this is only one of many govern mental activities incident to the war which are adding great num bers of clerks, stenographers, and other servants to Uncle Sam'a pay roll. Literally thousands of, steno graphers a,nd typewriters have been appointed in Washington during the pa3t few months and thousands more are to be appointed as soon at chey are available. The United States civil service commission is molding examinations for these po sitions weekly throughout the eouu try. Secretaries of local board or civil Service examiners at the postofntees in all cities are furnishing detailed information. "Of course we need not proclaim these veiws to all the world for the benefit of our opponents. We may even earnestly endeavor to work for our purposes oy peaceiui means, ilovever, we must never allow our selves to enter upon a course which hampers our ultimate aim, and we must unceasingly keep before our eyes our true purpose. W must, therefore, politically and militarily, prepare ourselves for the struggle which is probably unavoidable. Then only can we hope for success." 'F. von Bernhardi, Britian as Ger many's Vassal, (1912) trans., 1814, pp. 209-210. With all their boasting th Ger mans can not claim anything rer the British. The claim of tha aap tnre of 148 guns is ridiculous he side the British capture of 650 guns; and a bag of German prisoners in British hands is greater than, the total casualties suffered by the British at German hands since the beginning of the war.
