Setzer & Son "Ve only demand," he explaines, "ei'ective guarantees for free and unhampered development." Precis ely; and what are : guarantees ? " The demand j of Germany for guar antees in Lelgium and other con quered countries shou'd by this time : ave shoun the most unsophisticated th.it by guarantees the central pow ers do not mean scraps of paper. Like Germany, the dual monarchy is ready to ind(orse the reduction of firmaments and compulsory arbi tration, but only on condition that it (rets what it wants, so that arbi tration, necessarily based on the nrace treaties, would as necessar ily tell in Austria's favor. To the objection of the Maeyar fire-eaten Tisza, the foreign minister explains hat Austria's internal affairs would rot be subject to international con trol ard let us not forget that this war began because Austria insisted that is subjection of Servia was an Austrian and net a European affair. Co'Tit Czernin spppks for a "gen "tpI. iust and honorable peace, safe guarding the territorial integrity of 4he monarchy and is future for free pnd economic domain." Fair vo'ds. if one does not trouble to ask what, they mean, but what is fre "rvolitiil development" for oysmpe? That question shouM b- askrd in Servia. where the hor rors of thf Austrian regime have snrp.sed those of Belgium, and rivaled those of Armenia. Fven this moderate imperialism of Count Czernin, as it may be call ed in comparison with the demands of the pnn-Germans and the Hun garian extremists, holds good only for the present moment: "It is impossible for me to bind myself for all. future time as regards our un sesh war aims as aeainst the en-p-my admitted annexation desires of our enemies, who insist on the con tinuation of the war." Let the cen tral powers, that is, be allowed to take only what they need to pre-' pare the way for future expansion ("political and economy develop ment") and they will let the al lies off easily. If not Count Czer nin makes his meaning clear by a menacing gesture toward Italy, whose territory is held as "a costly pledge for peace negotiations." It is not surprising that in It aly the contrast between the high ideals of President Wilson and the truculent words of Count Czerin should cause comment. Austria Hungary has always been a bad neighbor and the demand often made in Italy for its dismemberment is duo chiefly to the fact that under its (present rule and specially as the satellite of Germany it is a stand ing menace to neighboring coun tries. That menace must increase with its "Dolitical and economic de velopment" under its present ruth- less government. un wie hand, that government, which has made itself Germany's tool, is not backed up by a homegeneous popu lation with imperialistic aims. A comparatively slight change might convert the Ifapsburg empire into Gill-Cline The following invitations , have been issued: Mr. and Mrs. Julius Artemas Cline invite you to be present at the marriage of their daughter Charlotte Elaine to Mr Thomas Clarence Gill . on Thursday morning the twenty seventh of December at half aften ten o'clock St. Andrew's Lutheran Church Hickory, North Carolina Miss Cline, who is a popular teacher, is a young woman of charm and accomplishment, and num bers her friends by the hundreds.
