MAKE THE PEOPLE PARTNER^ Discussion of Muscle Shoals has been extensive since acceptance oJ. Henry Ford’s offer by vhe House of Representatives which puts matter before Senate for action. In developing this great property it is suggested that, instead of mak ing it a one-man proposition, a great] utility holding company be orgarviz.ij the stocks and bonds of which woulc. be.offered to the American feop'e, and particularly to the sections serv. ed. Thus, customer ownership and in terest in the undertaking would build up real democratic control and ad ministration of the national asset. With due respect to Mr. Ford’s re markable genius and ability, the ad visability of considering such a pro gram is emphasized by the-following extracts from an editorial in the Manufacturers Record of Baltimore, dat e: March 20, which says in part: •‘Henry Ford is probab y far and aw iy the richest man in America, not in the world. “Directly violating the law of the. land, which forbids the granting of water power righto to anyone beyond 50 years the House of Representatives votes to give to Mr. Ford the control ■ of Muscle Shoals for 100 years; and to do it at a price which would practic ally within the next 15 or 20 years, if he should live that ong enable hin. to double the wealth which he al ready has, and to do it to a conoid erable extent at the expense #f the other interests. “V'.'hether it be feasible to develop fu'l 900,000 horsepower or not as mar.v have claimed can be done by construction of reservoirs in moun tains from which the Tennessee River runs, the amount is so great that if given to Mr. Ford on his terms it vrould enable him if he desired, to dominate entire industrial situation to destruction of many inereits and t hating development of other possi ble industries. No man would want »>o attenv to develop hydro-electric power in Central Souh if lie had to compete with Ford’s power granted to him 'practically without cost. “This is probably the most stupei.. dous, monumental gift which any na tion has ever planned to make to n single individual. It is dangerous t? the extreme. It Would add to Mr. Ford’s power an un limited possibi ity for controlling a! other power interess in the Souh. Hav ing Muscle Shoais practically withou cost paid for by the National Govern ment he could if desired sell power ,at the sifnt ' r - ■ ■ are fully cogm :* ■ - c idous danger t», Iv. !i-rl in the proposition, 'f'hey can not at lord to Eit Wll end sey nothin*. Thly cannot afford- to risk the future of their section by acquiescing in this grajlt. If all the ejainis for his altru ism made hy Mr Ford’s friendr were wholly true, he cannot live indefinite ly and no man can say who would folloV after him in the domain of his gigantic scheme. ‘ “’But under no condition should this great power be granted for 100 years t0 Mr. Ford, or to anyone else; under no considers.ion should this property be leased txcept on a basis j somewhat commensurate with its -val ue.
