A MULTITUDE OF COUNSEL (By Wickes Wamboldt) Frequency we hear caustic criti cisms of our present form of national egislation of the cumbersome and clumsy machinery that operates, or tries to operate, at our national capi tal. Often is pointed out the impracti-( cality of a legislative machine of 9b senators and 435 representatives. The question is asked, how could such a large group ever be expected to come to a harmonious decision? It is ar gued that if our national affairs were in the hands of a small commit, tee—say, of five men with authority to act—we would get things done. Undoubtedly that is true. I remem ber once listening to a committee of 50 pople arguing the greater part of an afternoon whether the price of a luncheon should be 50 cents or 60 cents. Perhaps the discussion would still be on hand had nojt the question been referred to a smaller committee. But, as a. matter of fact, the thing we want at Washington is not speed so much as security. “Safety First' should be the motto at the nations capital. The majority of affairs that come before the Congress of thq Un ited States are weighty matters. They should not be decided hastily. They affect the welfare of a nation, perhaps of the worlij. Bettr be tw< years discussing a question and get it right than to rush through in twenty four hours and get it wrong. Undoubtedly, a small group of men with large powers could greatly facilitate our governmental activities. They could get together and decide things very quickly and, no doubt, very effectively, but they might decide disastrously. If it were action alone ve wanted, we could get that even bettr through an autocratic monarchy. But monarchies have not proven a success in giving peovle a chance to develop and expand and work out their .salvation. The unwieldy, slow moving Con gress that so exasperates us is the greatest safeguarl that the counry cou’d have. It prevents the radicals from precipitating things; it prevents the headstrong from running away with the government. The farmers of our Constitution builded with a wisdom and foresight that must have been divinely inspired. Indeed, in a multitude of counsel there is safety.
