In view of the glowing pictures of the prosperity of Mexico that have recently been put on exhibit in North Carolina, wo have read with more than usual interest a speech delivered in the lower house of . Congress on the 10th inst. hy Mr. Lacey, of Iowa. He said that he had heard so much about the free coinage of silver and how it would ''make us properous like our neighbor, Mexico," that he felt a curiosity to see tor him self just how prosperous it was.and last summer he went there. Hear him : When I crossed the line into Mexico I had purposely retained among my money silver dollars, subsidiary silver, gold, nickeI,cop per, greenbacks, Sherman notes, gold certificates, silver certificates, and national-bank notes. Enter ing a broker's office on the Mexican side I took out this miscellaneous assortment of money and received in exchange $1.85 in Mexican dol lars for every dollar of my money, although my silver was coined at 18 to 1 and the Mexican silver at 16 to 1. Even American copper and nickel were as good as gold in this exchange. Afterwards, at other points in the republic, I sold drafts at a premium, realizing from $1.87 to $1.88 in Mexican raonev. I found that there was not a ceut of gold in circulation in Mexico, that the great bulk of business there was done with copper coins, and all upon the silver standard. 1 After I had been there a few weeks 1 cashed my remaining drafts and found that I had more dollars left than when I staxted from home after paying all expenses. ; But they were 53-cent dollars, and it was a rude shock to my finances when I exchanged the remainder of them for American monoy upon re-crossing the Rio Grande. It has lately been exploited in North Carolina that cotton is worth Z cents a pound in "Mexi co and wedo not question it; but wrhat shall it profit a man to sell r. a pound of cotton for that price nrd. nnrtt ir liti.rr ..1,1 Mr. Lacey appeared to seek, to bo value, in spite ol tho fact that perfectly fair in his representation ,$210,000,000 worth of the product of tho situation of affairs in ihc republic to th couth of u', and wo shall be not les so in quoting from him.' He said: Mexico is prosperous under this system that is, she is prosperous for Mexico. But tho prosperity o! Mexico in her brightest hour would be considered hard times in this country. The silver standard has not pro duced tho hard condition of the adair.s of Mexico, in my judgment, I but, on tho other hand, it has failed to produce tho cood times and prosperity among the working eo pie that radical advocates ot silver teach that it would do in this country. u Mexico has no gold in actual use," says Mr. Lacey, 4,and her en tire per capita circulation ia Im tween $5 and $G."Yct thoy tell us that the need of this country is more money, and in tho same breath that Mexico, with its ?" to to$0 per capita, is more prosperous than the United States with their! $23. The Iowa Congressman nays further : I asked a railroad man who had was mined in the single year 1S!I. while e:0,000,000 had len tho average annual product a few year , previous. It is argued that this country ha shown it-If hostile to stiver since tho so-called "crime of l7o.M (Jentlemen grow indignant over this unfrirndlin to silver nnd show nn excitement utterly uuwaranted by th fact. Trior to 1873 the United fita.e had coiued and put in circulation of silver dollar about cisht mil lion, of other silver coin a tilth? over eighty million, making an entire hilver coinage during the whole history of I hi country, u lu n it is said the country wassofriend- ily to Hilver, of only about 9O,000 000. From lMi to l&lft not one single silver dollar was coined a period of thirty year. Sine is.
