A little inside history of the deal for the sale of the Seaboard and Roanoke Railroad to the syn dicate headed by Thoma9 F. Ryan of New York came to lieht this morning. It explahi3 the delay in the consummation of the deal and disposes of many absurd ru mors which have been 'freely cir culated. When a controlling interest in the stock was negotiated for just previous to the annual meeting at Portsmouth, Va., some weeks ago, it Sw&3 Supposed that the dea would? be closed up in a few days A good round sum was paid in cash as a guarantee of good faith. The balance was to be paid wfthin tc stipulated time. Upon this final payment being made the property was to be turn ed over to the Ryan "syndicate, along with the resignations of the present directory .of the Seaboard Company. It appears however, that when the final payment, which repre sented something like a round million dollars, became due, the purchasers were not ready with the cash. Thev found .that in the present unsettled state of the money market the required sum wras not so easy to raise. They offered, it is understood, to pay half of the amount in cash and asked for time on the balance.
