On the 5th of August, 1&61, Con
gress passed an act imposing a di
rect tax upon the people upon
which to prosecute the civil war.
Under that act twenty seven States
paid into the Treasury $15,227,632.
During Mr. Clevelauda adminiss
tnuiou a bill, having similar pros
visions to the odo enacted by the
last Congress, passed both Houses,
bat was vetoed by Mr. Cieveladn
up-ji! the ground that it was an
unconstitutional raid upou the sur
plus thtn in the Federal Treasury.
Whtu this bill came up in the last
seioti, Senator Vance and other
Southern Conrcs-jcutn nought to
amend It to as to .secure the refuDd
iug of the SG0,000,00O collected from
the South by the sectional and un
just cotton tax, but the Repnolican
ca j ori'.y would not hear totbis, be
..aus. all of this fund would have
found its way to the South.
Of the amount collected 8377,452

Carolina. The money will be turn
el over to tbe State Treasurer, who
is to hold it for the parties who pa'd

into the Treasury ot the State by
the Governor under the terms of
the act of Congress refunding the
direct tax, shall be held in trnt for
the benefit of those persons or iu

as provided in said act of
Congress.
See. 2. That the money received
by the Governor as aforesaid shall
be r ' m vested by him iu North Can
o ir per ceut. bonds, and all the
expenses ot carrying into effect the
provisions of the act shall qe de
frayed out of the interest accruing

S- . 3. That it shall be the duty
o' the Governor to procure from tho J

other evidence of payment of the

persons or inhabitants of North
Carolina, and to notify such persons

?ritutives, of the amount due them
under this act. The Governor shall,

an agent or attorney. All claims

For weak eyes, h wash of weak
salt and water will prove of much
oenefit.
Salt and water quite strong, and
used persistently for a time, will
prevent the hair from falling out.
A feaspoooful of salt dissolved in
one-half glass of water is excellent
to allay nausea in sick headaches.
To relieve heart-burn drink a
halMumblerful of cold water in
which has been dissolved a table
spoonful of salt.
When wiping up the floor before
putting the carpet down, sprinkle it
all o?er with salt, while damp; this
will greatly prevent moths.
For stings or bites from any kind
of insects, apply dampened salt,
bound tightly over the spot. It will
relieve, and osoally cure very
quickly.
Salt as a tooth-powder is better
than almost any other dentifrice.
It ket-ps the teeth very white, the
gums hard and rosy, and breath
fresh.
If the throat is very sore, wring a
cloth out of cold salt and water and
bind it on the throat tightly when
going to bed ; cover it with a dry
towel. This is excellent.
For neuralgia, make a small mus
lin bag, fill it witn salt, heat it very
hot and lay it against the aching
place. It will prove a great relief,
as salt retains the heat a long time.
For troublesome weeds, aud for
grass in sidewalks, driveways, etc.,
apply a dressing of coarse salt; this
will kill all growth. Be careful not
to put it on anything that should
not be destroyed, however.
For catarrh, snuff up considerable
-alt and water from the hollow of i
the hand every morning. Salt and
water used as a gargle just before
going to bed strengthens the throat
aud helps to prevent bronchial trou.
blesjit is also excellent for sore
throat.
If ink is spilled ou the carpet,
throw a quantity of salt ou it, which
will quickly absorb tbe ink ; take
this op and put on more salt. Keep
repeating this, rubbing it well into
the ink spot, until the iuk is all ta
ken up by the salt, then brush the
salt out of the carpet.
For a felon, take common rock
salt, such as is used for salting down
pork, dry it in an oven, then pound
it fine and mix with spirits of tur
pentine, iu equal parts; Put it ou
a lineu rag aud wrap around the
ielon. As it dries put on more, and
if followed op the felon will be dead
in twentyfonr hours.
If anything catches fire or somen
thin? burning mnkesa disagreeable
smell or smoke, throw salt upou it
at once. If a bright, clear fire ia
quickly desired, it may readily be
obtained by throwing salt upon the
coals; likewise, if too much blaze
should result from dropping of fat
from broiling steak, ham, etc., salt

How Ilyiiin Was Written.
One day Mr. Wesley was sitting
by an open window, looking out
over the bright aud beautiful fields.
Presently a little bird flitting about
in the sunshine attracted his atten
tion. Just, then a hawk came
swooping down towards the little
bird. The poor thiug, very much
frightened, was darting here and
there, trying to find some refuge. In
the bright snnny air, in the leafy
trees or In the green fields, there
was no hiding place from the fierce
grasp of the bawk. But seeing an
open window and a man sitting be-,
side it, the bird flew, in its extremi
ty, towards it, and with a boasting
heart and a quiveiing wing, found
refuge in Mr. "Wesley's bosom. He
sheltered it from the threatening
danger and saved it from a cruel
death Mr: Wesley was at that time
time suffering from severe trials,
at d w.is fee in g the need of refuge
iu his own time of troubles as much
as did the tiembling little bird that
nestled so safely in his bosom. So
he took up his pen and wrote that
sweet hymn :
Jesus, lover ot my soul,
Let me lo thy bosom fly,
While the waves or trouble roll,
While the tempest still is high.
That prayer grew into one of the
most beautiful hymns in our lan
guaae, and multitudes of people,
when in sorrow and danger, have
found comfort while they have said
or sung the last lines of that hymn.
