WABiuxrtTov, lVc. 31, 1S94: President Cleveland is the only man who has tho authority to call an extra session of Congress, but that little fact, important as it happens ti be, ia being entirely overlooked at those who have re lieved the President ot all trouble in the matter and assumed his au thority without even saying, by your leave, sir, anl who are now busy arranging all the detuila of the extra amnion. President Cleve land has not said that he would call rtn etra session, but both he and Secretary Carlisle emetime ago pointed out to leading demo, crata that gome sort- of relief must soon be had for the Treasury, and that if this Congress tailed to pro vide it necessity might compell the calling of an extra session. The situation has not changed. The calling of an extra session depends j largely upon the action cr non-actions of the democrats in the pres ent Congress. The republican leaders would regard the calling on an extra ses sion rf Congress as a great misfor tune for their party.although some of the small try are swaggering around talking about "what we'd do.r . The leaders know that just tions to demand on behalf of his government certain tariff ooncea siona iith a notice thatretaliation upon American luonurts would follow a refusal on the part of this government, he was seen and asked if the report was true. .He stated positively that his government had given him no such in?tnn-( ions.and that it had taken no action what ever concerning the new tariff. Ha added that he did not nt.ticipatn any commercial trouble Itetwmui hia government ami the United State's on account, ot t tie new tar iff. Wiien the House meets Wednesday the discussion of the Carlisle bill will be resumed and continued for the rest of this week. Further than that no definite programme has been arranged. It ia expected that a democratic caucus to consider the bill and proposed amendments will be called this week and that something will be decided upon. Senator Cameron, of Pa., has just shown that a may may have Presidential aspirations- aspira-; tiona are all Cameron will ever have and yet not guard his tongue. That Senator Cameron was pecuniarily interested in the Mahone lot, and that it was partly through him that ex-Senator Ma hone haa for four years.been able to prevent the puichaee of any other lot aa a site for a new Gov ernment Printing Office, ha3 long been known in i aahington.
