For every fatal ease there are in all likelihood live, or more, which recover. The value to a community of a human life is variously enl imatcd, some writer placing it aa high as .',imh. 'ut ting it at half that figure the Ioks to the State annually from deaths from this disease i Ml, mm. As each rase that recovers is unable to work, on an average, say, three mouths the time lost by the .Vihni case would amount, at 13 a month, to nearly a quarter of a million more and the cost of nurs ing, etc., would brine I' dollars and rents, in round num bers, tof l,(KKl,tNH). Adding to this the anxiety and sorrow of relative and friend, w Inch ran not lie com puted in terms of money, we have some idea of what an allliction it is. And what makes it so much worse, is that it could be largely avoided, for it is a preventable disease. The conditions here lieiug favorable to their growth, they increase with marvelous rapidity. To give the reader some idea of the rate of in crease of the bacteria, 1 w ill digress for a moment, liuctena reproduce themselves by what is known as fission, or dividing in two. This process is supiHised to take place aUmt every half hour. What this means is well illustrated by the story of the Eastern l'oteutalp, with which many who read this are probably familiar. Sometimes they are introduced by bundling the well bucket with dirty hands. A pump U safer than an open well. The most striking demonstration of the water carriage of the disease is the celebrated epidemic which or curred iu kh' in Plymouth, Pa., a mountain town of , popula tion. A cane of typhoid fever oc curred iu one or two huts on the watershed of the stream supplying the town in January. The undisiu fectcd excreta were thrown out on the snow. On the '.'lith of March a thaw came and the water was turn ed into the mains. Or. the Kith of April the first rase appeared. Dur ing the spring and summer there were from 1,100 to l,.rHKi rases. with between 100 and IMI deaths aud only among those drinking this water. Those using other driuking water escnis'd. Second, through milk. The well at the dairy is infected and the cans washed in that water get some of the germs in them aud they grow luxuriantly in the milk with which they are afterward tilled. Or the milker, having what is known as a "walking case," or nursing rase ol fever, gets bis bands soiled and the germs are transmitted to the milk io that wav. Third, by flies, which, having crawled over the bowel discharges fly into the kitchen or dining-room and plant tbe germs sticking to their feet 00 the food, in tne in vrstigatioa of the great outbreak among our troops during toe tnan ish war, this method of transmis sion was demonstrated. Fourth, by dust Infected with germ getting into the fil or the water, or on the clothe, then on the hand, then in the mouth. Fifth, by careless nursing by thime nursing a rase ruling with unwashed baud. And in other letM common way. The surface of the ground all around the well for a distance of not less than three times it depth. should lie kept scrupulously cleau of house and kiU'heu alojM, stable manure, etc More especially should the privy be can-fully looked after. A plen tiful supply of dry earth or dust should lie kept 011 band and each evacuation covered therewith. If used in sufficient quantities this would not ouly prevent the infer tiou of Hie, but would destroy the odors. Not lex often than mice a week the excrement should be re moved ami buried or thrown ou the ground sutlicieutly far from the house. This care should be exer cised uot only. lieu typhoid is present, but at all tunes. It is an established fact not only thai the germ continue in the discharge from the liowels and kidneys for weeks and mouths after recovery, but they are likewise sometime present 111 the bowels of perfectly healthy iiersous who are what is known a immune to the disease. Hut ordinary decency, to say not li ing of hcolth, requires this work to be none. The moid important thing of all is, however, the disinfection of the body discharges of a TllK case. Kvery case of Mi XT typhoid fever comes important from another case dl- tiiino. rectly, or in some roundabout way. If the germs in the first case were de stroyed while in reach they could not start another case. Hence the necessity for the disinfection re ferred to. The IsmI pan should lie covered immediately to protect it from flies; a suitable disinfectant, to be prcacrilied by the attending physician, 111 sullicient quantity should lie mixed with the evacua Hon, which, after standing for not less than a half hour, should lie buried. The nurse, after every handling of the patient, should wash and disinfect his or her hands. When a case of fever occurs iu a family, the first thing to do is to boil all drinking water, lion. at least until an annly tiik sis of it can lie made iu UtlNKlNii theState Laboratory of watkk. As a matter of fact, this lalsinitory was liegun by the State Hoard of Agriculture for the very purpose of helping the farmers in this way, and it is still contributing to its support lty this liberal and enlightened action oif their part many a rase of ty phoid fever has been prevented, and we doubt if any expenditure of the same amount of money has been productive of an equal amount of good. The drinking water of a family in which occurs typhoid fever should always be analyzed as soon as possible. Ktmicmheriiig that the germs are found iu dust, it follows that after the recovery or death of the paticht the room oc cupied by him should lie thorough ly cleaned and disiulecteil. The prevention of typhoid fever is sJuiiuvd up in one word: cleanli ness. The following is the law on the subject. (See section 20, chapter 2H, Laws lM!i:i, as ameui WHAT ed). "Any householder in Tim whose family there is to his LAW knowledge a person sick of hays, cholera or typhoid fever, who shall permit the bowel discharges of such sick person to lie emptied without first having ill infected them according to the in structions to lie obtained from Un attending physician or comity su perintendent of health, -shall be guilty of a misdemeanor, and upon conviction shall be fined not lee than two or more than twenty five dollars, or imprisoned not less than ten or more than thirty day. Aud in casca where such undiiuufccted discharges are emptied on the watetshed of any stream or pond furnishing the source of water sup ply for any public institution, city or town, the penalty shall be a fine of not less than twenty -five or more thau fifty dollars, or imprisonment for uot more than thirty days. And any physician attending a case of cholera or typhoid fever woo re fuses or neglects to give the proper instructions for such disinfection as soon as the diagnosis la made, shall be deemed guilty of a nitwie ..u.atAa m, rwl nnnn jwiti Irtt IAn ah ml I be fined not less than ten or more tban fifty dollars." Our courts are perfectly competent to deal with crime. There may lie circumstance where the offense is greatly mitigated, but it is always an olleiise against law and order.
