C-, May 18, 1904. FOR GOVERNOR i T f r j. l. m Ch 'S. A- ipy iioicis oi j.1 oi in 10. We Suggest The 'State ought not to First. roads and hotels, ami i Railroad and Hoiel ought to be leased on the best terms obtainable and a promptly as may be. ?eeond. Even in promoting so good a cause as Temperance, the fun.laiuental principles of popular government ought not t o be for gotten. The regulation or sup pression of the whiskey traffic oujrht to be prescribed by the vo tes of all qualified voters, those living without as well as those liy uz w ithin incorporate towns. The Watts Law should be so amended as to allow countrymen as well as townsmen to vote. upon, the ques tion under the same rules provid ed for the towns. Third. In educational matters the watchword should be "Con seivative Progress." We should maintain a good lour-momiis .school each year iu each school district, but we should avoid in povatrons not suited to our people. Consolidation of school 'districts is desirable when it does rot place llie school out of walking distance of the pupils. A god, four-months' school in reach of all the child lea is belter than an eight-months school within reach of a little more than half of the children. The education of the negro should be modified to the end that lie be trained in habits of industry ami economy that he inay become a useful citizen. Fomth. Local Self-Governineut must be preserved, and all ques tions of vital interest, such as stock laws, special taxes tor roads aud other improvements, etc., etc. onght to be submitted to and de termined by the votes of the quali fied electors ol the localities to be affected. Fi fib. The exper.s2s of govern ment, State, county and local, should not be increased. After providing for the insane and other nnfortaiares and the v neccessary requirements of the State institu tions no futher increase in public expenditures should be incurred during the next administration. Audin view of the heavy iuerease in the assessmentsvof property, a reduction in the rate of taxation should be made if possible. Sixth, Development and Iu dustry should be encouraged by friendly legislation and protected against injustice aud oppression. The investor should be regarded as a useful citizen and treated as a lrieud. The pt submits these, to the Democracy of the State the" peo - u wuom an authority must come -for consideration prior to the pri maries, so that in the selection of delegates theiriews on these sub- Ja may be made known and re- j fleeted in the cnnv.nHnn rirpon Wo. Besides yon have in j our county a rich city that pays into the county treasury fully two-thirds of the taxes paid by the coui'ty, and this money goes to maintain join- schools, roads and other benefits as above enumerated. Take from yon this rich city, one firm in which pa j s annually more than $15,000 taxes and your taxes would be decidedly higher, if yon undertook to maintain the same protection aud benefits.- This is the case iu adjoiuing counties, and you have only to ask to verify the statement. Now. some can be heard to ask if this would not be equally true under Republican administration. History proves to the countrary. JXo county in the Southern States remained under Republican rnle for any length of time that did not bring financial disaster and cor rupt government. Why! Because no Republican party has existed anywhere in the South since the days of reconstruction the office holders of which were and are now, largely from Northern Republican States. Carpet bag gers, whose love for the South flows from gieed aud love of graft. Not only this, but did you know that the protective ta iff legisla tion of the Republican party put au indirect tax on all the necessi ties of life? If you Buy a plow, the Republicans have put a tax on it. If you b iy spoons, knives aud forks, stoves, ccoking utensils, washboard, woolen dresses for your family, a Sunday suit a hat, neck tie, ribbon, even the manufactur ed tobacco you raise, you pay a tax. That is what keeps your nose to the grind stone. The little county and State tax yon pay at your court house is ab- i solutely nothing compared to the high prices, you have to, pay for goods at the storesaud these- prises are high because the Republicans by legislation in Washington add a tariff price to the. legitimate price, and you pay this tariff tax every time you buy anything in a store. Just, ask the merchant. What the Democrats are trying to do is to take this tariff tax off, and if you will stand squarely up to Democratic principles this fall . in ,i ii- I ill YOU112T we will uu it. luaiwu The above from the Winston Journal sounds mighty nice to the Democrats, if it Mere only true. 18 ise ana . can u F,. and we will prove it. The Democratic Commissioners ou Dec. 1, 1806 were in debt in the county 2,350. The debt has been reduc ed by Republican Commissioners to Dec. 1, 1901 to $604.07. HON. THOS. ROLLINS. Sometime ago an unheard of gentleman in Asheville wrote a letter to the Democratic papers charging the Hon. Thos. Rollins with disloyalty to Maj. Moody in the Last campaign. Mr. Rollins has disproved every charge and shows this unknown carpe. bagger up in a very bad light. Mr. Bonsall claims to be a Republican yet the letter below from the county tax collector shows that he has not listed or paid a fax in Asheville since 1900 an 1 there is no evidence that he has ever paid one in the State. Below we give the tax collectors letter to Mr. Rollins. There is no truer, better or more loyal Repub lican in theState thau Thomas S. Rollins. LETTER FROM TAX COLLECTOR CHAMBERS. Asheville, X. C March 21, 1904 Mr. Thos. S. Rollins, City. Dear -Sir: In reply to your in quiry I beg to state the records in my office show that Marshall K. Bonsall has never either listed or paid a tax in this county ince 1 was elected tax collector in 1900. Very truly, J. K. CHAMBERS, fax Collector of Buncombe county.
