There is a peculiar propriety in the nomination of Judires Shen- herd and Avery to bo associate justices of the Supreme Court in case the nronosed constitutional amendment providing for two ad ditional members of the court shall bo ratified by the people. The two gentlemen admirably rep resent respectively the east and the west and both have the ut most confidence of the people of the whole State in all resmcts touchiug ability, uprightness and incorruptibility. Both gentlemen have served the people faithfully and well on the Superior Court bench, wiuniug golden opinions for themselves everywhere. They are both gentlemen of marked ca pacity, ot the highest character, of great dignity; and both are learn ed in the law. "Specimen Venom This week we nail the lie set afloat last week by some of the venomous serpen's on Jackson Hill to the effect that we had been refused credit a Booker's saloon. No event of the sort ever occurred, and the story was set afloat to injure our com mercial standing" in Chicago. It was a lie made out of whole cloth and as soon as we can locate the liar he'll be made to believe that a double two-story iiouse fell upon him." . "V"Eevenge. Two weeks ago we had the pleasure of showing Steve Battle up to this community in his true light that ot a jail-breaker incendiary and robber. In revenge Steve waited for us in front of the Widov Chilton's house the other era! welfare, it is not true that the geueratwelfare is to the same ex tent promoted by the advance ment of a few. In short, the prosperity of nine men is of more value to the tenth man than the prosperity of the tenth man would be to the nine. The maxim is too obvious to doubt and to humane to assail. In our legislation, then, we should unquestionable be guid ed by it, and ask, first of all, what is the general interest and how can if ie best promoted? The first grand division of our people, or any other, is into pro ducers and consumers. This di vision has reference to tariff taxa tion, for, in the general sense, all human beings are consumers. . So. in one sense, all the 17,000,000 of persons put down in the census as engaged in gaiuful occupations are producers, or doing work which assists production. But we are to consider onlv those who are engaged m the production oi arti cles which are "protected" from competition 'bvtariff duties. The direct recipients of the benefits of tariff legislation are whittled down to those engaged iu creating manufactured products alone. It is not necessary to claim as in fairness I might, that it should be further cut down to the factory owners, excluding the op eratives. 1'utting into the count all per sous employed in manufacturing, the case stands thus: That we legislate for some two and a half millions ot producers, and against some fifteen millions of men who are both consumers and producers, or, counting the entire population, our laws are made tor the interest of less than ten millions, and against the interest of more than fifty millions ot our people! The couclusiou is unavoidable that the inaior interest is tnat ot the con sumer, whilst that ot lue producer is the minor, ami therefore tariff laws are for the benefit of the few, and are Hostile to tne great ma jority. Wilson, Jr., son of the late Kev. N. II. D. Three Supreme Court Judges were enough tor rorth Carolina before the war, but the State has grown immensely since then and the vol ume ot litigation has increased ac cordingly. The convention m nominating Judges Shepherd and Avery did wisely and well, and its action will be ratified by the peo ple iu November by an increased Democratic majority, we have no doubt.
