Rome, August 8.Italian Officials declare that Austria
has refused to come to the aid of Germany against Eng
land. The statement says that the German cruiser which
was expelled from the Messin harbor Friday in pursuance
-with Italy's neutrality proclamation, sent a wireless mes
sage to Austrian fleet to come, tp its. assistance and re
ceived a flat refusal. The Austrians declaring that their
country was not at war with England. The Germans are

and English fleets between them and the Austrian base
near Trieste. .
GERMANY ENTERS PROTEST AT CENSORSHIP
GERMAN WIRELESS STATIONS AND NO OTHERS
Wsahington, August 8. The German Charge says that
he has received a protest fro mthe German-American
Chamber of Commerce in New York at the action of the
United States in maintaining strict censorship over Ger
man wireless stations while permitting cable messages to
go to France and England uncensored. No action has
teen taken on the protest as yet.

Orders Entire Army Concentration
for Attack en Liege. Belgians
Stubbornly Defend Position.
Brussels, Aug. 8. General Leman,
commanding the Belgian forces, in rie
defense of Liege, has refused to grant
a twenty four hour armistice, request
ed by General Von Emmich for bury
ing German dead.
The forts about Liege remain intact
and the Belgians in complete possess
ion of the city.
The war office has declared the Bur
gomaster of Liege saved the city from
destruction by permitting a big de
tachment of Germans to enter the cir
cle of fortifications and then ovei-
whelming them with a heavy fire from
the forts. The Belgians made a dash
from the forts this morning and prac
tically annihilated a division of Gei-
man cavalry, which had crossed the
Meuse River, preparatory to making
a charge.
