PROVING GOOD BEHAVIOR A PROBLEM. County officials do not seem to be much disturbed over the recent let ter from the State Board of Chari ties, stating that they are violating the law by not allowing prisoners five days off of each month for good be havior in accordance with a 1913 law. The officials, It is believed, are willing to comply with the law with out hesitation, but are perplexed to And what constitutes good behavior in the Lenoir county camp, where there are now around seventy blacks mostly of the ilass of vagrants who have troubled the local authorities; by congregating in the negro sections of Xi nil ton and are repeatedly recom mitted because of their incorrigibil ity. The law of might enforced good conduct in the camp, and few of the Convicts have shown the disposition to behave well of their own accord, it la said. The behavior of ten men who a year ago mutinied, assaulted their guards and escaped is only what would happen every day if sufficient precautions were not taken, officials say. To take a ride in his own wheel barrow with a locomotive as the mo tive power was an experience which came to Ed. McCarter without the seeking this morning,, McCarter, a negro employed by the. Imperial To bacco Company,' was trundling the larrow across the Norfolk Southern Railroad yard within 200 feet of the passenger station, and misunder stood the frantic signals of a flagman who tried to wave him back as an in coming train approached. The train, a passenger from Goldsboro, struck McCarter in the back, knocking him across the wheelbarrow. Providence Beemingly took an in terest in the situation, for when the black realized what was happening he was lying on the barrow, which was moving at a speed faster than its creaking wheels had ever before known, his feet against the engine's fender and the wheelbarrow handles held fast in the cowcatcher. The wheelbarrow rolled nicely, on a level keel. People at the station covered their eyes, and the engineer was about to sweat. When the train was brought to a stop McCarter got out of the wheel barrow and found that the end of a finger was bleeding, and that he had a pain in his back from contact with the engine. The finger, incidentally, was a blunt finger that had been pre viously shortened by another acci dent. McCarter probably won't be over his fright for some time.
