The authori ties have preferred charges of assault against the man and his second wife, the stepmother of the girl, who was a party to the terrible deed. It is hard to determine in one's mind what penalty should be meted to these inhu man monsters. Our esteemed contemporary, the Rock Hill Herald, goes President Wilson and Secretary Daniels, together with "Brer" Gardner ami Hobson one better, and wants a navy not only second to that of Great Britain, but the equal in ships and guns of any afloat. In discussing the state ment of Congressman Kitcbin, the Herald says it is not agreed that the policy of Mr. Kitchin, although it recog nizes In him an able statesman, is correct and even allow ing that his contention that the navy of the United States is now second only to Great Britain's, it is not satisfied. Does the Herald want to scrap?
