It ia all in tihe point of view after all. Germany refers to tha Pershing expedition as a "contemptible little out fit" while England and France speak of the Sammies aa a "fine body of soldiers. The decision of Judge Emory Speer, of the Southern Federal District of Georgia, upholding the law will probably be followed by all courts which are called upon to pass upon the mutter. Judge Stacy, of course, was not calle! upon to render n decision as to tin con stitutionality, but his digression to make comments, which can be construed as a ruling, even though the ques tion was not he 'ore him, was, The Free Pre.s ld.ive, opportune and wise. Such was the admonition of Ju-lge Stacy, if The Free Press construed his meaning correct ly and of th'it there is little doubt. The Free Pies in behalf of the citizens of this com munity welcomes Judge Stacy and assures him of cor dial support in whatever efforts he may put forth while presiding over the courts in thi; district to enforce Un law and drive .t those who habitually endeavor to evade the statutes. ' 'V JUDGE STACY'S CHARGE. The charge of Judge W. P. Stacy of Wilmington, who is presiding over tho Superior Court In this district for the first timf, t the grand jury Monday was different fnom the usual charge. Not otdy did he touch upon and emphasize very strongly the necessity for law enforce ment, but upon the rights and privileges ua well as the obligations of citizenship generally. Judge Stacy uttered some very timely admonitions, us well as cautions. There is one thing that, has been definitely shown, and that is that managements of the Atlantic Coast Line and N'oifolk and Southern railroads tlo not propose to do any more in the matter of furnishing adequate and comfort aide depot ac ommodations for Kinston than they are forced to tlo by the strong arm of the law. Kinston is rapidly growing and no sane person will hold that it i.t wise to build an inadequate depot or one that will not anticipate the needs a few years hence. There is no sense in simply building to take care of today and thus necessitating another fight a few years from now It is a vain cry that the railroads undertake to inject into their appeals now that Uie people of Kinston ought not to insist, upon having a suitable depot, because the National Council of Defense has urged that unnecessary i instruction In; deferred until after the war. If the At lantic Coast Line and the Norfolk Southern Railroads hail kept fait't with t.his community in the matter of a depot their t'"iins would now be rolling into a. station hero which meets the needs and it would have been erect ed before the war cloud arose. The dilatory tactics in jected by the railroads to defeat, the insistent tlesires of the people of Kinston is solely chargeable with the fact that the railroads are now confronted with the necessity of building a tiepot in war times. The people of Kinston are not going to be satisfied with half a loaf in this matter. They want a depot that is in keeping with the progress of this community and that will serve fo- years to come. Not only are the masses in France pay ing honor to them whenever there is a public parade, but the kings and rulers ami military leaders of all the Allies are paying their respects. Veterans of North Are Electing Officers For Ensuing Year's Term Boston, Aug. 22. The general bus iness meeting and election of offic ers of the G. A. K., national reunion re scheduled for todny. This evening the Grand Camptire will take place in Mechanics Pudd ing. Trooping of tha colors, a ceie mony dear to the heart of every sol dier, will he one of the features of the evening. The principal speakers will be Gov ernor MeCall, Mayor t'urley of lto ton and William J. Patterson, t'um-mander-in-'Chief of the Grand Army.
