The question of such insolvency may be determined by the chairman of the Committee on Naval Stores, from the voluntary statement ot the insolvent paity, or by the Committee on Naval Stores, on complaint of alleged insolvency, due notice as far as practi cable being given to all concerned. Cash margin may be called when provided for in contracts and shall be depos ited in the .Marine Hank of New-York, or a Trust Company, in the usual 'manner, payable to the joint. order of the parties. The broker, or if so agreed, the chsdtman of the Committee on Naval Stores, hereinafter provided for. shall determine ihe title to such deposits; and, in the event of any quest ien arising respecting margins, which cannot he arranged bv the par tie themselves or the bioker. the same shall he determined by the chairman aforesaid. Unless otherwise prov ided in bills of lading, all naval stores by sail vessels shall be landed at one of the regular naval store yards, when required by consignees, and tree of expense to them. liule 12. The consignee of the greatest num ber of barrels of naval stores, including spirits turpentine, on any vessels going to yard, shall have selection of the yard at which to discharge. Rule 4 tf. -Verbal contracts, properly sub stantiated, shall be, in all respect-;, as binding on both parties as if made in writing:" and all transactions between members outside of the exchange shall bo governed as it made on the floor. Any disputes arising over details of such transactions shall bo adjudicated according to these rules, and on equitable principles. Rule 44.
