Slocum as , Sargeoa In Charge. : Wilmington Star. , At the regular monthly meeting of the Board ol Managers held yester day afternoon at the building. Dr. Ralph B. Seem waa elected surgeon in charge of the James Walker Me morial hospital to suecceed Dr. Robert B. Slocum, who resigned some months ago, to engage in private practice in this city but who kindly remained at the head of the institution at the re quest of the managers until a com petent person could be secured. Dr. Seem has already arrived and in acquainting himself with the duties of his new position preparatory to taking cbage on the Art of August The retirement of Dr, Slocum from the active head ot the Institution is gen erally regretted, for his hag been a most excellent record, but it is good to know that Dr. Seem Is a gentleman and practitioner of fine ability and that he will in every way prove a worthy successor ot his predecessor. He is a graduate of John's Hopkins, a class.mate of Dr. Eugene Gray, who was recently assistant surgeon at the hospital here, and for the past two years has been doing work in St. Luke's Hospital, South Bethlehem, Pa. He is a native of Bangor, Pa., and a young man of engaging personality and pleasing manners. He will be most cordially received into the pro fessional and social life of Wilming ton. Dr. Slocum, who retires from the management ot' the hospital will lo cate on August 1st fr the practice of his professiou in the offices of Dr. Lionel H. Love, at Fourth and Ches nut streets. Dr. Slocum is too well known in Wilmington to need intro duction professionally, at least. He will do general practice, but may be relied upon, of course to keep his in terest in an institution which he has done so much to bring up to its pres ent high state of efficiency. The month of June was the largest in point of view of patients in the history of the hospital, no less than 100 patients having been admitted, the total num ber of days treatment having been 1,467. Chief of Elizabeth City Fire Depart ment Resigns. By Wire to The Sun. Elizabeth City, July 16. As a re sult of charges of graft having been filed against Chief of the Fire De partment R. Henry Raper at a called mee'lng of the board of aldermen this afternoon to hear th case. Raper re. signed, the same to take effect in thirty c! nf. The charges grew out of the pur chase ly the city in May, 1903, of 1, 00' lett of hose from the hose com pany represented locally by Raper, who was also then chief of the fire department. Brad Sanders, represen tative of another hose company, agreed with Raper not to put in a bid for furnishing the hose, if .Raper would divide his commission. Raper agreed were ready to purchase the hose, Raper s company was the only one bidding and the hose was bought from them, upon the recommendation and at the price named by Raper. Soon thereafter Sanders called on Raper for Raper for his share of the com mission, and Raper refused to pay, stating that he had not received any commission from his firm. Sanders got mad and thought he ought to have something for keeping out of compe. tltion. A, who was in this city today on his way to "Washington, de nied that In giving out in Chicago on Saturday a statement concerning Sec retary Taft's position on the Injunction Issue he was acting either in behalf of Mr. Taft, the republican national committee, or tn any official capacity for the Industrial Bureau of Chicago, an organisation of railroad men. Ma. Ray Is a paymaster, assigned to the Philippines, but at present on leavo of absence... He was formerly an officer of the Order of Railway Con ductors, and retains a strong interest in that organisation. - His army ser vice extends over a period of elevea years, and he first met Mr. Taft while the latter was governor of the Philip pines. -,. Regarding the statement given out in Chicago purporting to outline Mr. Taft's attitude on the issuance of In junctions in labor Cases, Mat. Ray said that be took thS statement to the' Chicago papers on request of S. M. Fitch, who Is in charge of the Chicago Industrial Bureau. This organization, Maj. Ray said, was In no way con nected with the management of the Taft campaign. Regarding the injunction statement. Ma, Ray said that so far as he knew, neither Mr. Taft nor. the republican national committee had authorized it or had any knowledge of it. The statement, he said, was issued solely on the initiative of labor men in Chic ago. Maj. Ray left for Washington late today. PE.NNST TO BUT N. Y P. & N. Report That Road Will Be Absorbed August 1 Officially Confirmed. By Wire to The Sun. Norfolk, Va., July 16. General Agent James E. Davenport, of Nor folk, and Press Agent Lee, of Phila delphia, today not only confirmed the report that the New York, Philadel phia and Norfolk Railroad is to be absorbed by the Pennsylvania system, but announced that the transfer would occur August 1. " J While the road has. been .operated for years on the friendliest relations with the Pennsylvania, and the latter duriug all the time has held an op tion for Its purchase, only , in recent months has it been decided to absorb the New York, Philadelphia and Nor folk road, after 90 per cent, of the shareholders had agreed to It Mr, Lee is confident the remainder will ac quiesce within ten days and the trans fer be made, as scheduled, August 1.
