THE HAGUE, Sept. 16. Can
Germany be starred out? The ques
tion has been asked a thousand
times. If the chancellories of Eng
land, France and Russia knew the
answer, one of the biggest problems
of the military strategists would be
solved. .Opinions on this mooted
point vastly differ. It is true that
Germany has been dependent to a
large extent on oversea food sup
plies, but the recent assertion of a
writer on economic subjects that
one-third of Germany's foodstuffs is
imported, is called a gross exagger
ation. Germany does import some
thing over five per cent of her meat.
She also requires about 1,000,000
tons of wheat from abroad. Her
Imports of grain are much larger in
times of peace. However, her heavy
exports of rye to Russia have ceased.
This grain remains in the Father
land.
One awkward question is that of
fodder. The vast amount of fodder
that Germany needs and uses ' in
times of peace comes from Russia.
The supply from the Czar's domains
stopped before the German straw
crop was available. This means that
a large proportion of the young cat
tle must be slaughtered out of hand
an alarming proportion, in fact
according to some.
