"A feature of the Tariff revision programme of the extra session of Congress may include the rais ing of $100,000,000 from an income tax, as part , of the $309,000,000 basis of re venn e from the tariff. Representative Hull of Tennessee, a Democratic. member of the com mittee on ways and means, who has been active in income tax problems, plans to introduce a bill which" would provide such a source of revenue. This would be considered by the commit ee in connection with coo templated early ratiGcation of the constitution rl amendment to sanc tion income tax legislation. Qf the necessary' number of States requir ed for ratification only, two are lacking. Mr. Hull expects these to be. drawn from New Jersey, Wyoming, New Mexico or West Virginia, or from Florida, whose Legislature, however, will not meet until April. The Democratic ma joritp of the committee favor an income, tax but in the event of failure of ratification will renew the excise tax plan as an extention .- of the present corporation tax law. Vocational Education Bill Passes Senate. The Page vocational education bill, authorizing maximum appro priations of over $14,000,000 for agricultural and trade educational work, was adopted by the Senato Wednesday as a substitute for the Lever-Smith bill, which has passed the 'House. ' The original House bill appropri ated the maximum sum of approxi mately $3,500,000 for the estab lishment of extention departments in the State agricultural colleges through which instruction in agri cultural and home economics would be carried- into the homes of the farmers. The Page bill would establish courses of instruction in trades and incustries, home econo mics and agriculture in the various public schools of secondary grade; provide for State agricultural schools; testing and plant brooding stations; the'education of teachers, and general extention work. : .
