THE SOUTHERN SERVES THE SOUTH. The Progress and New York World, one year, $1.60. House Passes Keating Bill. Washington, Feb. 2.—By the overwhelming majority of 337 to 46, the House late this afternoon passed the Keating child labor bill limiting the hours of labor for children in cotton mills, factories, mines, etc. The bill is almost cer tain to bcscome a law if it ever comes to a vote in the Senate. It imposes heavy penalties for inter state shipment of any commodity made in whole or in part by child ren under sixteen working in mines or quarries, or by children under fourteen working in mills, canner ies, workshops or manufacturing establishments. Where children are employed at night or more than eight hours a day in this lat ter class of industries, the minimum age is sixteen instead of fourteen. The only material change made to the measure was by the adoption of an amendment to exempt the boys’ and girls’ canning clubs. Representatives Webb, Page, Godwin, Hood, Pou, Small, Sted- man, Doughton, Kitchin and Britt —the solid delegation from the State—voted against the bill. The only northern man to vote with the southerners vvas Representative Parker, a Republican, of Newark, N. J. Senator Burton Will Speak at Asheville February 14. Ex-Senator Theodore E. Burton, prominently mentioned for the Re publican nomination for the presi dency of the United States, will be in Asheville Monday, February 14, and will deliver a public address on “The War and Its Effects.” Senator Burton will be intro duced by A. Hall Johnston, one of the leading democratic attorneys of the county, it being the aim of the committee to have the address strictly a non-partisan feature. Both republicans and democrats will be among the men selected to occuoy the platform with the dis tinguished Ohioan. That the State Laboratory of Hygiene has succeeded in manu facturing smallpox vaccine for free distribution to the citizens of the State is the statement made public today by Dr. C. A, Shore, director of the Laboratory of Hygiene of the State Board of Health, This vaccine. Dr. Shore advises, is made according to Noguchi’s new meth od and is absolutely free from all contaminating bacteria. It is put up in small tubes provided with rubber bulbs suitable for individ ual use and in small yials for use in schools or wherever large num bers of persons are to be vaccinat ed. The plan adopted for its dis tribution is through the county and city health officers from whom phy sicians may be suoplied. The Best Recommendation. How They Stand on Preparedness. Washington, Feb. 2.—Members of Congress from North Carolina today were asked the following question! “Do you favor the President’s preparedness program? If not what kind of preparedness do you favor?” The results show that two mem bers, Messrs. Pou and Britt stand ready to go as far as the President desires. Representative Small is for the President’s programme with modi fications. Representatives Hood, Godwin, Webb and Stedman wish to see the results of the committees which are investigating our defense. They are for preparedness. Representative Doughton, while for preparedness, declared himself between the two extremes. Representative Page is noncom- mital. Representative Kitchin, as stated in an interview of Monday, is for continuing under the regular pro gram of increase, and is opposed to the plan of the President. Senator Simmons said he believ ed the President meant for Con gress to work out the proper plan, but is not in favor of all the rec ommendations of the Department. He has not completed his study of the question. Senator Overman does not think the country in danger, but if it were he would be in favor of do ing everything to become pre pared. He favors what may seem necessary when full information is hfid on the condition of our de fense arrangements. Morganton, Feb. 3.—The First Baptist Church has just closed one of the most successful revival meet ings ever held, here, there having been over 200 conversions and more than 100 have given their names to the various churches for membership. The services were conducted by Rev. and Mrs. J. H. Dew, former ly of Missouri, with headquarters now at Ridgecrest; and the im pression made on the community was so great that a request from the business men of the town was made of them to return next year and hold another meeting. Claude McAfee, charged with murder in the first degree for the killing of Martin Burnett, in Bun combe county, was convicted of second degree murder and sentenc ed to seven years and six months in the State prison.
